Council Minutes - October 13, 2020

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

October 13, 2020

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on October 13, 2020 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, October 13, 2020, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Greenwood, Petersen, and Mayor Schmitt.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Petersen and seconded by Bishop to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Petersen to approve the minutes of the September 22, 2020 meeting as presented and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS: City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the library board will meet tomorrow at 7:00 a.m., the tree board will meet on October 20th at 4:00 p.m., and the Airport Advisory Board will meet on October 23rd at 9:00 a.m. The Cemetery Board is holding a Cemetery fall clean up at 9:00 a.m. on Saturday and donuts will be provided by Adams Bank.  Dunn gave an update on the street projects, pool project and COVID-19 status.  Dunn also gave the council an update on Lt. Governor Mike Foley’s visit to Grant on October 1st.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – gave an update on the tree board tree planting. Council member, Greenwood – gave an update on the C.R.A. board meeting.   City Superintendent, Dunn – gave an update on the cemetery board meeting, tree board tree planting and C.R.A. board meeting.

                                                                                                                        

ENFORCEMENT, GIFT CARD MATCH, LOTTERY, SHERIFF & WATER REPORTS – Acknowledged as received.

                                   

FINANCIALS –The financials are in process and will be reviewed at the next meeting.

Action and Discussion on Resolution 20-10-01 Resolution Declaring Excess Property/ Equipment and Sale of Excess Property/Equipment – A motion was made by Brueggeman to approve Resolution 20-10-01 Resolution Declaring Excess Property/Equipment and Sales of Excess Property/Equipment and seconded by Greenwood.

Action and Discussion on Consulting Agreement for FAA Projects Airport Improvement Program (AIP) Project No. 3-31-0035-009-2021 New AWOS III –

A motion was made by Petersen to accept the Consulting Agreement for FAA Project Airport Improvement Program (AIP) Project No. 3-31-0035-009-2021 New AWOS III and authorize Edward Dunn Airport Manager to sign and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The motion was made by Brueggeman and seconded by Petersen to approve the Bills and Claims in the amount of $355,309.04.

Bishop, Brueggeman, Greenwood & Petersen reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:40 P.M.
