COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

February 27, 2024

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on February 27, 2024 at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, February 22, 2024, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Petersen, Sims, and Mayor Schmitt.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Petersen to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Bishop to approve the minutes of the February 13, 2024 meeting as presented and waive the reading and seconded by Brueggeman.

Roll call vote:  Yeas – Bishop, Brueggeman, & Petersen. Nays – none. Abstain – Sims. Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the Community Redevelopment Authority (CRA) will meet February 29th at noon, and the cemetery board will meet on March 12th at 5:15 p.m. Dunn stated he has been working with the Fair Board on a proposed retention pond for storm water runoff and he met with Seth Burge about a new animal science building at the high school. Dunn also let the Council know that we are still looking for a public works employee and Randy Hellbusch with Nebraska Rural Water is planning on coming to complete our water rate study on February 29th. Dunn let the Council know he will be attending the Nebraska Planning & Zoning Association Annual Planning Conference March 6th through 8th, and no one will be attending the Nebraska Rural Water Association Annual Conference in March.

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman –none. Council member, Sims – none. City Superintendent, Dunn – gave an update on the planning commission meeting.

 

FINANCIALS – Acknowledged as received.

UNFINISHED BUSINESS:

Discussion and Review of the Revisions to the City of Grant’s Personnel Manual – Discussion took place on the Revisions to the City of Grant Personnel Manual.

 

Action and Discussion on League of Nebraska Municipalities Nebraska Pay Survey Results as it relates to City of Grant Compensation of Employees – A motion was made by Petersen to table the League of Nebraska Municipalities Nebraska Pay Survey Results as it relates to City of Grant Compensation of Employees to the March 26, 2024 meeting and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

 

Action and Discussion on Ordinance No. 24-02-01, An Ordinance Authorizing and Directing Execution of the Amended and Restate Total Power Requirements Power Purchase Agreement by the City of Grant, Perkins County, Nebraska With the Municipal Energy Agency of Nebraska; to Acknowledge and Provide for Limitations on use of the Electricity; to Prescribe the Time When this Ordinance Shall be in Full Force and Effect (2nd Reading) – City Clerk, Jessie Faber read the second reading of Ordinance No. 24-02-01 “An Ordinance Authorizing and Directing Execution of the Amended and Restate Total Power Requirements Power Purchase Agreement by the City of Grant, Perkins County, Nebraska With the Municipal Energy Agency of Nebraska; to Acknowledge and Provide for Limitations on use of the Electricity; to Prescribe the Time When this Ordinance Shall be in Full Force and Effect.”

 

NEW BUSINESS:

Action and Discussion on Award of Bid for City of Grant Street Improvements 2024-1 – A motion was made by Bishop award the bid for the City of Grant Street Improvements 2024-1 project to CSC Construction in the amount of $174,860.00 and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Action and Discussion on Keno Funds Request – Perkins County Post Prom Committee – A motion was made by Brueggeman to approve the $400.00 request for Keno funds from the Perkins County Post Prom Committee and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Action and Discussion on Revised Automated Weather Observing System (AWOS) Agreement between the Grant Municipal Airport and the Nebraska Department of Transportation - Aeronautics Division – A motion was made by Sims to approve the Revised Automated Weather Observing System (AWOS) Agreement between the Grant Municipal Airport and the Nebraska Department of Transportation, Aeronautics Division and authorize the Mayor to sign and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Action on Bills & Claims – AFLAC, employee benefits – 202.10; Perry & Jessica Allen, utility refund – 253.64; Black Hills Energy, utilities – 1,245.77; Dutton-Lainson Company, capital outlay – 7,479.18; Ensz Hardware, supplies – 7.29; MEAN, transmission charge – 123,514.66; Midwest Electric, O & M Charge, billing, professional services,& utilities – 18,322.98; Mutual of Omaha, employee benefits – 108.00; Nebraska Department of Revenue, dues – 100.00; Nebraska Planning & Zoning Association, dues & training – 235.00; ; Nebraska Public Health Environmental, lab & well tests – 30.00; Perfect Shine, cleaning/janitorial – 40.00; Pinnacle Bank/Visa, dues & training, professional services, tech support/software, postage & supplies– 1,911.38; Sandhills State Bank, employee benefits – 605.00; American Funds, retirement –1,326.04; Nebraska Department of Revenue, sales tax – 10,257.38; United States Treasury, federal tax withholding – 3,238.80; Overtime Wages 1/28-2/10 – 15.45. Total Bills and Claims 168,892.67.

 

The motion was made by Petersen and seconded by Brueggeman to approve the Bills and Claims in the amount of $168,892.67.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Bishop, Brueggeman, Petersen & Sims reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 8:26 P.M.
