COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
August 12, 2025
Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on August 12, 2025, at 7:10 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, August 7, 2025; The notice of meeting was also posted in advance at Pinnacle Bank, Grant City Hall, and the U.S. Post Office, and to members of the City Council; a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.
Roll call: Present Council members: Kimberly Bishop, Samuel Sims, and Mayor Lisa Schmitt. Absent Council Members: Andrea Brueggeman and Tierney Petersen.
Others present: City Superintendent Derek Brueggeman, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt et al.
The motion was made by Bishop and seconded by Sims to accept the August 12, 2025 agenda as presented.
Roll call vote: Yeas – all present. Nays – none. Yea – Mayor Schmitt. Motion carried.
A motion was made by Sims to approve the minutes of the July 22, 2025 meeting as presented and waive the reading and seconded by Bishop.

COMMUNICATIONS: Mayor, Lisa Schmitt, read a thank you note the City received. City Superintendent, Derek Brueggeman, informed the Council of the upcoming board meetings: the library board will meet tomorrow at 5:15 p.m.; the tree board will meet August 19th at 2:00 p.m.; and a Budget Workshop is scheduled for 6:00 p.m. on August 20th. The City Superintendent informed the Council that the new SCADA system has been installed, Johnson Service is here to clean sewer mains and storm sewers this week, and the armor coating project is planned for August 19th through the 21st.
STANDING COMMITTEE REPORTS:
Council member, Bishop – gave an update on the park and rec advisory committee meeting. Council member, Brueggeman – none. Council member, Petersen – none. Council member, Sims – none. City Clerk/Treasurer gave an update on the Community Redevelopment Authority meeting.
ENFORCEMENT, SHERIFF & WATER REPORTS – Acknowledged as received.
FINANCIALS – The financials are in process and will be reviewed at the next meeting.

UNFINISHED BUSINESS:
Action and Discussion on Library Budget for FY 2025-2026 – Library Board Member, Max Jones, was present to answer any additional questions on the Library budget for FY 2025-2026.
A motion was made by Sims to approve the Library FY 2025-2026 Budget as presented in the amount of $148,257.00 in franchise fees and for a total budget of $189,067.00 for the FY 2025-2026 and seconded by Bishop.
Roll call vote: Yeas – all present. Nays – none. Yea – Mayor Schmitt. Motion carried.
Action & Discussion on an Addendum to Interlocal Agreement between the City of Grant, Nebraska, a municipal corporation and political subdivision of the State of Nebraska and the County of Perkins, a political subdivision of the State of Nebraska for the area commonly known as the City Ballpark – A motion was made by Bishop to table the Action and Discussion on an Addendum to Interlocal Agreement between the City of Grant, Nebraska, a municipal corporation and political subdivision of the State of Nebraska and the County of Perkins, a political subdivision of the State of Nebraska for the area commonly known as the City Ballpark to the October 28, 2025 meeting and seconded by Sims.
Roll call vote: Yeas – all present. Nays – none. Yea – Mayor Schmitt. Motion carried.
NEW BUSINESS:
Action and Discussion on Recommendation from the Park and Recreation Advisory Committee to Move Forward with Updating the Current Ballfield Bathrooms with Lighting, Fixtures, Painting, and General Improvements – A motion was made by Sims to table the recommendation from the Park and Recreation Advisory Committee to move forward with updating the current ballfield bathrooms with lighting, fixtures, painting, and general improvements to the August 26, 2025 meeting and seconded by Bishop.
Roll call vote: Yeas – all present. Nays – none. Yea – Mayor Schmitt. Motion carried.
Action and Discussion on Hobby Chicken Permit for Christi Klima – Christi Klima was present to answer any questions the Council had on the permit. A motion was made by Bishop to approve the Hobby Chicken Permit for Christi Klima and seconded by Sims.
Roll call vote: Yeas – all present. Nays – none. Yea – Mayor Schmitt. Motion carried.
Employee Recognition – Bill Taylor – 10 Years – Mayor, Schmitt presented a certificate to Bill Taylor for recognition of 10 years of service to the City of Grant.
Action and Discussion on Cemetery Budget for FY 2025-2026 – A motion was made by Bishop to approve the Cemetery FY 2025-2026 Budget as presented in the amount of $21,424.94 in franchise fees and for a total budget of $70,646.00 for the FY 2025-2026 and seconded by Sims.

Action and Discussion on Grant Community Redevelopment Authority Budget for FY 2025-2026 – A motion was made by Sims to approve the Grant Community Redevelopment Authority FY 2025-2026 Budget as presented in the amount of $1,118,741.34 and seconded by Bishop.
Roll call vote: Yeas – all present. Nays – none. Yea – Mayor Schmitt. Motion carried.
