COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
July 22, 2025
Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on July 22, 2025 at 7:01 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, July 17, 2025; The notice of meeting was also posted in advance at Pinnacle Bank, Grant City Hall, and the U.S. Post Office, and to members of the City Council; a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.
Roll call: Present Council members: Kimberly Bishop, Andrea Brueggeman, Tierney Petersen, Samuel Sims, and Mayor Lisa Schmitt.
Others present: City Superintendent Derek Brueggeman, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.
A motion was made by Sims to move New Business Item G. to after Public Comment and seconded by Petersen.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
The motion was made by Bishop and seconded by Petersen to accept the July 22, 2025 agenda as presented with the amendment of the order from the previous motion.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
A motion was made by Brueggeman to approve the minutes of the July 8, 2025 meeting as presented and waive the reading and seconded by Sims.
Roll call vote: Yeas – Bishop, Brueggeman, & Sims. Nays – none. Abstain – Petersen. Motion carried.
COMMUNICATIONS: Mayor, Lisa Schmitt, announced many of the City of Grant Boards need volunteers to fill seats and some of these boards are unable to meet when needed because they do not have a quorum. City Superintendent, Derek Brueggeman, informed the Council of the upcoming board meetings: the park and rec advisory committee will meet August 6th at 6:30 p.m.; and the Cemetery Board will meet August 12th at 5:15 p.m.

PUBLIC COMMENT – none.
NEW BUSINESS:
Action and Discussion on Library Budget for FY 2025-2026 – Library Board Member, Max Jones, presented the Library budget for FY 2025-2026 and answered questions that the Council had on the budget.
A motion was made by Sims to table the Library Budget for FY 2025-2026 to the August 12, 2025 meeting and seconded by Petersen.
Roll call vote: Yeas – all present. Nays – none. Motion carried.

Action & Discussion on the City of Grant Capital Improvement for FY 2025-2026 and Beyond – Discussion took place on possible options for capital improvement projects for the FY 2025-2026 budget and beyond. No Action Taken.
Action & Discussion on City of Grant Employee Compensation for FY 2025-2026 – Discussion took place on City of Grant employee compensation for FY 2025-2026. No Action Taken.
Action and Discussion on Municipal Rates and Fees – The municipal rates and fees were reviewed. No Action Taken.
Action and Discussion on Setting a Date, Time, and Place for a Special Meeting for a 2025-2026 Budget Workshop – The Mayor stated to please publish the 2025-2026 Budget Workshop to be held August 20, 2025 at 6:00 p.m.
Action on Bills & Claims – 20/20 Technologies, supplies – 149.00; Aurora Cooperative, fuel – 218.88; Black Hills Energy, utilities – 298.21; J Bar J Landfill, tipping fees – 4,903.81; MEAN, transmission charge – 116,869.15; Midwest Electric, materials – 178.78; Perfect Shine, cleaning/janitorial – 40.00; Pitstop Potties, contract labor – 400.00; Sandhills State Bank, employee benefits – 555.00; Shelco Construction, asphalt/patching – 19,726.00; Zachary Sides, dues & training – 100.09; W.P.C.I., dues & training – 33.00; West Central Nebraska Development District, dues – 2,730.00; Woodys TLC, grant expense – 4,800.00; American Funds, retirement – 1,077.58; Nebraska Department of Revenue, sales tax – 8,709.33; United States Treasury, federal tax withholding – 5,539.03; Overtime Wages 6/29-7/12 – 1,615.90. The motion was made by Petersen and seconded by Sims to approve the Bills and Claims in the amount of $167,943.76.

Bishop, Brueggeman, Petersen, & Sims reviewed the bills and claims prior to the meeting.
Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 8:42 P.M.
