COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
November 12, 2025
Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on November 12, 2025, at 7:01 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, November 6, 2025; The notice of meeting was also posted in advance at Pinnacle Bank, Grant City Hall, and the U.S. Post Office, and to members of the City Council; a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.
Roll call: Present Council members: Kimberly Bishop, Tierney Petersen, Samuel Sims, and Mayor Lisa Schmitt. Absent Council members: Andrea Brueggeman.
Others present: City Superintendent Derek Brueggeman, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt et al.
The motion was made by Petersen and seconded by Bishop to accept the November 12, 2025 agenda as presented.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
A motion was made by Sims to approve the minutes of the October 28, 2025 meeting as presented and waive the reading and seconded by Petersen.
Roll call vote: Yeas – Petersen & Sims. Nays – none. Abstain – Bishop. Yea – Mayor Schmitt. Motion carried.
COMMUNICATIONS: City Superintendent, Derek Brueggeman, informed the Council of the upcoming board meetings: the library board meeting was held tonight, the tree board will meet on November 18th at 2:00 p.m.; the Planning Commission will meet on November 18th at 5:00 p.m. and hold a hearing at 5:05 p.m.; and the next City Council meeting will be on November 25th at 7:00 p.m. The City Superintendent gave the Council an update on the power outage and stated a new breaker was installed today.

Council member, Bishop – none. Council member, Brueggeman – none. Council member, Petersen – none. Council member, Sims – none. City Superintendent, Brueggeman – none.
ENFORCEMENT, SHERIFF & WATER REPORTS – Acknowledged as received.
FINANCIALS – The financials are in process and will be reviewed at the next meeting.

Employee Recognition – Valerie Foster – 10 Years – City Superintendent, Brueggeman, informed the Council of Valerie Foster’s 10 years of service with the city. Valerie was unable to attend the meeting tonight, but she wanted to thank the Council for showing gratitude for how long she has been with the city. The City Superintendent will present Valerie Foster with her 10 years of service certificate.
Action and Discussion on Resolution No. 25-11-01, a Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska Rescinding Prior Resolution No. 25-06-04, Declaration of Nuisance Properties (986 Hancock Avenue) – A motion was made by Bishop to approve Resolution No. 25-11-01, a Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska Rescinding Prior Resolution No. 25-06-04, Declaration of Nuisance Properties (986 Hancock Avenue) and seconded by Petersen.
Roll call vote: Yeas – all present. Nays – none. Motion carried.

Action and Discussion on Ordinance No. 25-11-01, An Ordinance of the City of Grant, Nebraska, Amending Chapter 2, Article 8, Section 2-801 of the Municipal Code of the City of Grant, Nebraska, Dissolving the Board of Adjustment and Transferring its Powers and Duties to the City Council Under Nebraska Revised Statutes §§ 19-910 Through 19-912; To Provide for Procedure and Authority; Repealing all Ordinances or Parts of Ordinances in Conflict Herewith; and Providing for an Effective Date. – City Clerk, Jessie Faber read the first reading of Ordinance No. 25-11-01 “An Ordinance of the City of Grant, Nebraska, Amending Chapter 2, Article 8, Section 2-801 of the Municipal Code of the City of Grant, Nebraska, Dissolving the Board of Adjustment and Transferring its Powers and Duties to the City Council Under Nebraska Revised Statutes §§ 19-910 Through 19-912; To Provide for Procedure and Authority; Repealing all Ordinances or Parts of Ordinances in Conflict Herewith; and Providing for an Effective Date.”
A motion was made by Bishop to waive the three readings of Ordinance No. 25-11-01 “An Ordinance of the City of Grant, Nebraska, Amending Chapter 2, Article 8, Section 2-801 of the Municipal Code of the City of Grant, Nebraska, Dissolving the Board of Adjustment and Transferring its Powers and Duties to the City Council Under Nebraska Revised Statutes §§ 19-910 Through 19-912; To Provide for Procedure and Authority; Repealing all Ordinances or Parts of Ordinances in Conflict Herewith; and Providing for an Effective Date.” and seconded by Petersen.
Roll call vote: Yeas – all present. Nays – none. Motion carried.

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:15 P.M.
