COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

November 25, 2025

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on November 25, 2025 at 7:01 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, November 20, 2025; The notice of meeting was also posted in advance at Pinnacle Bank, Grant City Hall, and the U.S. Post Office, and to members of the City Council;  a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call: Present Council members: Andrea Brueggeman, Samuel Sims, and Mayor Lisa Schmitt. Absent Council members: Kimberly Bishop and Tierney Petersen.

Others present: City Superintendent Derek Brueggeman, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Sims to accept the November 25, 2025 agenda as presented.

Roll call vote:  Yeas – Brueggeman & Sims. Nays – none. Yea – Mayor Schmitt. Motion carried.

A motion was made by Brueggeman to approve the minutes of the November 12, 2025 meeting as presented and waive the reading and seconded by Sims.

Roll call vote:  Yeas – Sims. Nays – none. Abstain – Brueggeman. Yea – Mayor Schmitt. Motion failed.

 

COMMUNICATIONS: City Superintendent, Derek Brueggeman, informed the Council of the upcoming board meetings: the Community Redevelopment Authority (CRA) board will meet December 9th at noon; the Cemetery Board will meet on December 9th at 5:15 p.m.; the Board of Adjustment will meet on December 9th at 6:00 p.m.; and the next City Council meeting will be on December 9th at 7:00 p.m.   The City Superintendent gave the Council an update on the M.E.A.N. meeting he attended and informed them that we may see a potential rate increase due to increases M.E.A.N. has and will be receiving.

 

STANDING COMMITTEE REPORTS: 

Council member, Brueggeman – gave an update on the tree board meeting. Council member, Bishop –  none. Council member, Petersen – none. Council member, Sims – none.

Action and Discussion on Resolution 25-11-02 Resolution for the Signing of the Year-End Certification of City Street Superintendent 2025 – A motion was made by Brueggeman to approve Resolution 25-11-02 Resolution for the Signing of the Year-End Certification of City Street Superintendent 2025 and seconded by Sims.

SIGNING OF THE YEAR-END CERTIFICATION OF CITY STREET SUPERINTENDENT 2025

Roll call vote:  Yeas – Brueggeman & Sims. Nays – none. Yea – Mayor Schmitt. Motion carried.

The Resolution will be published in pamphlet form.

 

Action and Discussion on 2026 Nebraska Department of Transportation Maintenance Agreement Renewal – A motion was made by Sims to approve the 2026 Nebraska Department of Transportation Maintenance Agreement Renewal in the amount of $4,027.80 and seconded by Brueggeman.

Roll call vote:  Yeas – Brueggeman & Sims. Nays – none. Yea – Mayor Schmitt. Motion carried.

 

Action on Bills & Claims – 20/20 Technologies, tech support/software – 356.35; Black Hills Energy, utilities – 219.01; Blue Cross Blue Shield of NE, employee benefits – 9,727.19; Carlson Electric, supplies & repairs – 153.61; Guardian, employee benefits – 102.00; Itron, Inc., tech support/software – 2,685.97; Municipal Supply, Inc. of NE, supplies – 3,408.84; Nebraska Department of Environmental & Energy, water note payment  – 86,133.83; Nebraska Public Health Environmental, lab & well tests – 410.00; Perkins County Treasurer, police contract  – 9,498.86; Sandhills State Bank, employee benefits – 555.00; Sunbelt Solomon Services LLC, capital outlay – 17,191.23; American Funds, retirement – 1,326.18; Nebraska Department of Revenue, sales tax – 9,458.89; United States Treasury, federal tax withholding – 3,596.35; Overtime Wages 11/2-11/15– 809.01; Total Bills and Claims $145,632.32.

 

The motion was made by Brueggeman and seconded by Sims to approve the Bills and Claims in the amount of $145,632.32.

Roll call vote:  Yeas – Brueggeman & Sims. Nays – none. Yea – Mayor Schmitt. Motion carried.

 

Brueggeman & Sims reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:08 P.M.
