COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
APRIL 14, 2026
Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on April 14, 2026, at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, April 9, 2026; The notice of meeting was also posted in advance at Pinnacle Bank, Grant City Hall, and the U.S. Post Office, and to members of the City Council; a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.
Roll call: Present Council members: Kimberly Bishop, Andrea Brueggeman, Tierney Petersen, Samuel Sims, and Mayor Lisa Schmitt.
Others present: City Superintendent Derek Brueggeman, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt et al.
The motion was made by Bishop and seconded by Petersen to accept the April 14, 2026 agenda as presented.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
A motion was made by Petersen to approve the minutes of the March 24, 2026 meeting as presented and waive the reading and seconded by Brueggeman.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
COMMUNICATIONS: City Superintendent, Derek Brueggeman, informed the Council of the upcoming board meetings: the Community Redevelopment Authority (CRA) will meet April 20th at noon; the tree board will be holding the Arbor Day Activities on April 28th at 10:00 a.m.; the next City Council meeting will be on April 28th at 7:00 p.m.; and the tree board will be holding the annual park cleanup on May 2nd at 9:00 a.m. The City Superintendent also informed the council: the backstop project has been completed at the ballfields; the Perkins County Community Foundation accepted our grant application for the sidewalk on the parking lot project; we have received information on the annual health insurance renewal and Light has increased about 4.35%, so this would be about a $400.00 increase per month; a bid notice will be in the newspaper this week for property insurance bids and the bids will be opened on May 2nd; the airport hangar rehab project bids will be opened on April 22nd. The City Clerk/Treasurer, Jessie Faber, informed the Council we have received a dividend check this year from EMC Insurance.
STANDING COMMITTEE REPORTS:
Council member, Bishop – none. Council member, Brueggeman – gave an update on the cemetery board meeting and tree board meeting. Council member, Petersen – none. Council member, Sims – none.
ENFORCEMENT, SHERIFF & WATER REPORTS – Acknowledged as received.
FINANCIALS – The financials are in process and will be reviewed at the next meeting.

Action and Discussion on Mayoral Proclamation of Arbor Day – Mayor Schmitt read the Arbor Day Proclamation. A motion was made by Petersen to accept the Mayoral Proclamation of Arbor Day on April 24, 2026 and authorize the Mayor to sign and seconded by Sims.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
Action and Discussion on Library Funding for Fiscal Year 2026-2027 – The Council discussed Library Funding for Fiscal Year 2026-2027. A motion was made by Brueggeman to fund the City Library in an amount of $99,910.43 from the City of Grant funds for Fiscal Year 2026-2027 and seconded by Sims.
Action and Discussion on Approved MEAN Wholesale Rate Increase and City of Grant Electric Rate Increase – City Superintendent, Brueggeman, informed the Council about the approved MEAN Wholesale Rate Increase and informed the City Council the City of Grant should expect a 4% increase on April 1, 2026. Brueggeman also stated the city administration has begun reviewing how the rate increase will affect the Electric Department budget. The last time the City of Grant raised the electrical rates was in June of 2015. No Action Taken.
