Council Minutes - June 8, 2026 - Special Joint Meeting with Hastings Memorial Library

COUNCIL PROCEEDINGS AND

HASTINGS MEMORIAL LIBRARY BOARD PROCEEDINGS

CITY OF GRANT, NEBRASKA

JUNE 8, 2026

 

                Mayor Lisa Schmitt convened a special joint meeting of the Council of the City of Grant, Nebraska and Hastings Memorial Library Board in open and public session on June 8, 2026 at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, June 4, 2026; the notice of meeting was also posted in advance at Pinnacle Bank, Grant City Hall, and the U.S. Post Office, and to members of the City Council; a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Kimberly Bishop, Andrea Brueggeman, Tierney Petersen, Samuel Sims, and Mayor Lisa Schmitt.

Others present:  City Superintendent Derek Brueggeman, City Attorney Tawna Holmstedt, Hastings Memorial Library Board Members Max Jones, Madie Kemling, Penny Lee, and Jessica Tenney, (City Clerk/Treasurer Jessie Faber – entered at 7:07 p.m.), et al.

The motion was made by Andrea Brueggeman and seconded by Kimberly Bishop to accept the June 8, 2026 agenda as presented.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Tierney Petersen to approve the minutes of the May 26, 2026 meeting as presented and waive the reading and seconded by Samual Sims.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

                President Madie Kemling convened a special joint meeting of the Hastings Memorial Library Board and Grant City Council in open and public session on June 8, 2026 at 7:03 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel June 4, 2026; the notice of meeting was also posted in advance at Pinnacle Bank, Grant City Hall, and the U.S. Post Office, and to the members of the Hastings Memorial Library Board. Availability of the Agenda was communicated in the advance notice and in the notice to the Hastings Memorial Library Board members of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

President Madie Kemling announced the posting of the Open Meetings Act and its location.

Roll call:  Present members:  Max Jones, Madie Kemling, Penny Lee, and Jessica Tenney. Absent members:  Alecia Einspar.

Others present City Council Members Kimberly Bishop, Andrea Brueggeman, Tierney Petersen, and Samuel Sims, and Mayor Lisa Schmitt, City Superintendent Derek Brueggeman, City Attorney Tawna Holmstedt, (City Clerk/Treasurer Jessie Faber – entered at 7:07 p.m.), et al.

The motion was made by Max Jones and seconded by Penny Lee to accept the June 8, 2026 agenda as presented.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Max Jones to approve the minutes of the May 13, 2026 meeting as presented and waive the reading and seconded by Penny Lee.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

Discussion and Action on Library Daily Operations – Discussion took place on Library Funding and Budgeting for Library Daily Operations. No Action Taken.

 

Discussion and Action on Library Personnel – A motion was made by Samuel Sims to go into executive session at 7:56 p.m. for the prevention of needless injury to the reputation of an individual, and to include the Library Board, Council Members, Mayor, City Superintendent, City Attorney and City Clerk/Treasurer and seconded by Kimberly Bishop.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion wase made by Max Jones to go into executive session at 7:57 p.m. for the prevention of needless injury to the reputation of an individual, and to include the Library Board, Council Members, Mayor, City Superintendent, City Attorney and City Clerk/Treasurer and seconded by Penny Lee.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

Entered Executive Session at 7:57 pm.

Exited Executive Session at 8:50 pm.

A motion was made by Kimberly Bishop to come out of executive session at 8:50 p.m. and seconded by Tierney Petersen.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Max Jones to come out of executive session at 8:51 p.m. and seconded by Penny Lee.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Discussion and Action on Library Board Role and Responsibilities – No Action Taken.

 

Mayor Lisa Schmitt adjourned the special joint meeting of the Grant City Council and Hastings Memorial Library Board at 8:51 p.m.

 

President Madie Kemling adjourned the special joint meeting of the Hastings Memorial Library Board and Grant City Council at 8:51 p.m.
