COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
SEPTEMBER 8, 2026
Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on September 8, 2026, at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, September 3, 2026; The notice of meeting was also posted in advance at Pinnacle Bank, Grant City Hall, and the U.S. Post Office, and to members of the City Council; a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.
Roll call: Present Council members: Kimberly Bishop, Andrea Brueggeman, Tierney Petersen, Samuel Sims, and Mayor Lisa Schmitt.
Others present: City Superintendent Derek Brueggeman, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.
The motion was made by Petersen and seconded by Brueggeman to accept the September 8, 2026 agenda as presented.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
A motion was made by Petersen to approve the minutes of the August 25, 2026 meeting as presented and waive the reading and seconded by Sims.
Roll call vote: Yeas – Bishop, Petersen, & Sims. Nays – none. Abstain – Brueggeman. Motion carried.
A motion was made by Sims to approve the minutes of the September 2, 2026 public hearing meeting as presented and waive the reading and seconded by Brueggeman.
Roll call vote: Yeas – Brueggeman, Petersen, & Sims. Nays – none. Abstain – Bishop. Motion carried.
COMMUNICATIONS: City Superintendent, Derek Brueggeman, informed the Council of the upcoming board meetings: the library board will meet tomorrow at 5:15 p.m.; the planning commission will meet tomorrow at 5:00 p.m.; the Community Redevelopment Authority (CRA) will meet tomorrow at 6:00 p.m.; the City Council will hold a special meeting tomorrow at 7:00 p.m.; tree board will meet September 17th at 2:00 p.m.; the next regular council meeting will be on September 22nd at 7:00 p.m.; and the Joint Public hearing will be held September 23rd at 6:15 p.m. The City Superintendent updated the Council that striping was completed downtown and at the Grant city park; and that the water tower passed the maintenance inspection and is back in operation.
STANDING COMMITTEE REPORTS:
Council member, Bishop – none. Council member, Brueggeman – gave an update on the cemetery board meeting. Council member, Petersen – none. Council member, Sims – none.
ENFORCEMENT, SHERIFF & WATER REPORTS – Acknowledged as received.
FINANCIALS – The financials are in process and will be reviewed at the next meeting.

Action and Discussion on Ordinance No. 26-08-01, An Ordinance for the Mayor and City Council of the City of Grant, Perkins County, Nebraska, Amending Chapter 7, Article 5 – Solid Waste and Article 6 – Penal Provision of the City of Grant Revised Municipal Code; Establishing Section 7-508: Regulating the Disposal of Tree Limbs, Brush, and Other Woody Debris at the City Transfer Station; Establishing Section 7-509: Regulating the Disposal of Grass Clippings, Leaves and other Compostable Yard Waste; Establishing Section 7-510: Regulating the Use of the City Transfer Station Roll-Off Container; Providing when this Ordinance Shall be in Full Force and Effect (Third Reading) – City Clerk, Jessie Faber read the third reading of Ordinance No. 26-08-01 “An Ordinance for the Mayor and City Council of the City of Grant, Perkins County, Nebraska, Amending Chapter 7, Article 5 – Solid Waste and Article 6 – Penal Provision of the City of Grant Revised Municipal Code; Establishing Section 7-508: Regulating the Disposal of Tree Limbs, Brush, and Other Woody Debris at the City Transfer Station; Establishing Section 7-509: Regulating the Disposal of Grass Clippings, Leaves and other Compostable Yard Waste; Establishing Section 7-510: Regulating the Use of the City Transfer Station Roll-Off Container; Providing when this Ordinance Shall be in Full Force and Effect.”

Action and Discussion on Request to be Placed on the Agenda for a Public Fireworks Show November 11, 2026 – Michelle Ross, Perkins County Chamber President – Dawnya Dreiling with the Perkins County Chamber presented the event the Chamber has planned for November 11, 2026 and answered any questions the Council had on the event. A motion was made by Bishop to approve the fireworks show on November 11, 2026 at 6:15 p.m. and seconded by Petersen.
Action and Discussion on FY 2026-2027 Budget – Discussion took place on the FY 2026-2027 Budget. No Action Taken.
Action and Discussion on Joint Meeting Council Representation – Discussion took place on who would be in attendance of the Joint Meeting, since at least one Council Member must be in attendance. No Action Taken.

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:16 P.M.
