COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

January 23, 2024

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on January 23, 2024 at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, January 18, 2024, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Sims, and Mayor Schmitt. Absent Council members: Brueggeman and Petersen.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Bishop and seconded by Sims to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none. Yea – Mayor Schmitt. Motion carried.

**Tierney Petersen entered the meeting at 7:01 pm

A motion was made by Sims to approve the minutes of the January 9, 2024 meeting as presented and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the Community Redevelopment Authority (CRA) will meet January 25th at noon, the planning commission will meet on January 31st at 1:15 p.m., and the library board and City Council will meet on February 12th at 5:15 for a workshop facilitated by the library commission. Dunn gave an update on the donor mural at the pool and informed the Council that the public works employees have been working on a sand spreader to help with the ice buildup on the streets. Dunn also let the Council know that the water rate study had to be postponed due to the weather and Nebraska Rural Water will reschedule when they have time to come out to complete the study.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – gave an update on the park and rec advisory committee meeting. Council member, Brueggeman –none. Council member, Sims – none.

 

FINANCIALS – Acknowledged as received.

 

PUBLIC COMMENT – none.

 

NEW BUSINESS:

Action and Discussion on Mayor and Council Members Planning to Attend the League of Nebraska Municipalities Midwinter Conference February 26-27, 2024, in Lincoln, NE and Approving All Fees for said Conference – No Action Taken.

 

*Public Hearing at 7:15 MDT for the Purpose of Reviewing the Proposed City of Grant One- and Six- Year Street Improvement Program*– The hearing was opened by Mayor Schmitt at 7:15 p.m. Tom Werblow with T.C. Engineering presented the One- & Six-Year Street Improvement Program and answered any questions the Council or public had on the program. The hearing was opened to public comments.

 

Mayor Schmitt closed the hearing at 7:26 p.m.

 

Action and Discussion on Resolution 23-01-03 Approval and Adoption of the City of Grant One- and Six-Year Street Improvement Programs – A motion was made by Bishop to approve Resolution 23-01-03 Approval and Adoption of the City of Grant One- and Six-Year Street Improvement Programs and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

The Resolution will be published in pamphlet form.

 

Action and Discussion on Selection of the 2024 Street Improvement Project – A motion was made by Bishop to select phase 1 of the 3rd Street project for the 2024 Street Improvement Project and authorize T.C. Engineering to go out for bids and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

UNFINISHED BUSINESS:

Discussion and Review of the Revisions to the City of Grant’s Personnel Manual – Discussion took place on the Revisions to the City of Grant Personnel Manual.

 

Action on Bills & Claims – AFLAC, employee benefits – 202.10; Black Hills Energy, utilities – 1,907.84;  Creative Sites LLC, memorial/donation expense & capital outlay – 66,096.00; Dunn, Edward, dues & training – 222.04; Grainger, supplies – 1,348.92; High Plains News, advertising – 336.80; Ken’s Construction LLC, contract labor – 1,100.00; League of Nebraska Municipalities, dues & training – 425.00; MEAN, transmission charge – 110,040.42; Midwest Electric, bad debt expense & utilities – 687.17; Mutual of Omaha, employee benefits – 108.00; Nebraska Truck Center, Inc., supplies – 38.61; Perkins County Chamber of Commerce, dues – 275.00; Pinnacle Bank/Visa, postage & supplies– 359.31; Sandhills State Bank, employee benefits – 605.00; Unitech, supplies – 356.00; American Funds, retirement –1,371.66; Nebraska Department of Revenue, sales tax – 8,266.56; United States Treasury, federal tax withholding – 3,980.36; Overtime Wages 12/31-1/13 – 391.93. Total Bills and Claims 198,118.72.

 

The motion was made by Petersen and seconded by Sims to approve the Bills and Claims in the amount of $198,118.72.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Bishop, Petersen & Sims reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:47 P.M.
