COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
January 9, 2024
Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on January 9, 2024 at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, January 4, 2024, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.
Roll call: Present Council members: Bishop, Brueggeman, Petersen, Sims and Mayor Schmitt.
Others present: City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.
The motion was made by Bishop and seconded by Petersen to accept the agenda as presented.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
A motion was made by Brueggeman to approve the minutes of the December 12, 2023 meeting as presented and waive the reading and seconded by Sims.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
COMMUNICATIONS: City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the library board will meet tomorrow at 5:15 p.m., the citizen advisory review committee will meet January 11th at noon, the tree board will meet on January 16th at 4:00 p.m., the library board and City Council will meet on January 17th at 5:15 for a workshop the library commission will facilitate, the parks and recreation advisory committee will meet January 22nd at 6:15 p.m., City Council will meet January 23rd at 7:00 p.m. , the Community Redevelopment Authority (CRA) will meet January 25th at noon, and the planning commission will meet on January 31st at 1:15 p.m. The City Offices will be closed on January 15th to observe Martin Luther King Jr. Day. Dunn stated he will be attending NMPP/MEAN meetings in Kearney on January 17th & 18th. Dunn informed the Council that Dickinson Land Surveyors are finishing up the subdivision survey, so we will be starting the process on the subdivision approval. Council Member, Andrea Brueggeman asked if there is any additional snow equipment or plans the City should be working on to help the public travel on the City streets during and after a snowstorm. Discussion took place on some different ideas, which will be looked at for future snowstorms.
STANDING COMMITTEE REPORTS:
Council member, Bishop – none. Council member, Brueggeman –gave an update on the cemetery board meeting and library board meeting. Council member, Petersen – none. Council member, Sims – none. City Superintendent, Dunn – gave an update on the airport advisory board meeting.
*Public Hearing at 7:05 P.M. MT for the Purpose of Reviewing the LB 840 Citizen Advisory Review Committee's Six-Month Report* – The hearing was opened by Mayor, Schmitt at 7:26 p.m. Economic Development Director, Edward Dunn presented to the council the LB 840 Citizen Advisory Review Committee’s six-month report and was open to public comments.
The hearing was closed at 7:31 p.m.

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

Action and Review of Revision to the City of Grant’s Personnel Manual – Discussion took place on the Revisions to the City of Grant Personnel Manual.
Action and Review of Revision to the City of Grant’s 1- & 6-Year Street Improvement Plan – The Council was presented the Revisions to the City of Grant 1- & 6-Year Street Improvement Plan and a hearing will take place on the plan at the next regular Council meeting.
Action and Discussion on Resolution No. 24-01-01, A Resolution of the Mayor and City Coucil of the City of Grant, Perkins County, Nebraska to Approve the Adoption of the Revised Grant Fariview Cemetery Rules and Regulations and Repeal all Other Resolutions in Conflict – A motion was made by Brueggeman to approve Resolution No. 24-01-01, A Resolution of the Mayor and City Council of the City of Grant, Perkins County, Nebraska, to Approve the Adoption of the Revised Grant Fairview Cemetery Rules and Regulations and Repeal all Other Resolutions in Conflict and seconded by Petersen.
