COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

March 26, 2024

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on March 26, 2024 at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, March 21, 2024, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Sims, and Mayor Schmitt. Absent Council members: Petersen.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Bishop to move New Business item A to before Unfinished Business item A and accept the rest of the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Bishop to table the prior meeting minutes of the March 12, 2024 meeting to the April 9, 2024 meeting and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the Park and Rec Committee will meet April 3rd at 6:15 p.m., and the cemetery board will meet on April 9th at 5:15 p.m. Dunn gave updates on the new time clock training he has scheduled for employees and supervisors, ball forms will be due April 2nd this year, and the updates at the ball fields. Mayor Schmitt requested that on the next agenda they would like to see what has been expended for improvements at the ball fields. Dunn stated the park cleanup was postponed and a new date has not been scheduled at this time. Dunn gave an overview of the NMPP Annual Conference and let everyone know that the City of Grant was presented with the 2024 NMPP Project of the Year for the Downtown Revitalization Project.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman –none. Council member, Sims – none. City Clerk, Faber gave an update on the tree board meeting. City Superintendent, Dunn – gave an update on the library meeting, planning commission meeting and Community Redevelopment Authority (CRA) meeting.

 

ENFORCEMENT, SHERIF & WATER REPORTS – Acknowledged as received.

 

FINANCIALS – Acknowledged as received.

 

PUBLIC COMMENT – none.

 

NEW BUSINESS:

Action and Discussion on Nuisance Abatement Agreement with West Central Nebraska Development District, Inc. (WCNDD) for Nuisance Abatement Within Section 4 as Evidenced in the Attached Municipal Map – A motion was made by Brueggeman to accept the nuisance abatement agreement with West Central Nebraska Development District, Inc. for nuisance abatement within Section 4 as evidenced in the attached municipal map in the amount of $13,700.00 and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

UNFINISHED BUSINESS:

Action and Discussion on Ordinance No. 24-02-01, An Ordinance Authorizing and Directing Execution of the Amended and Restate Total Power Requirements Power Purchase Agreement by the City of Grant, Perkins County, Nebraska With the Municipal Energy Agency of Nebraska; to Acknowledge and Provide for Limitations on use of the Electricity; to Prescribe the Time When this Ordinance Shall be in Full Force and Effect (3rd Reading was March 12, 2024) – City Clerk, Jessie Faber read the fourth reading of Ordinance No. 24-02-01 “An Ordinance Authorizing and Directing Execution of the Amended and Restate Total Power Requirements Power Purchase Agreement by the City of Grant, Perkins County, Nebraska With the Municipal Energy Agency of Nebraska; to Acknowledge and Provide for Limitations on use of the Electricity; to Prescribe the Time When this Ordinance Shall be in Full Force and Effect.”

Sims moved to table Ordinance No. 24-02-01 to the April 9, 2024 meeting and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Action and Discussion on League of Nebraska Municipalities Nebraska Pay Survey Results as it relates to City of Grant Compensation of Employees (Tabled February 27, 2024) – Discussion tool place on the League of Nebraska Municipal Nebraska Pay Survey Results as it relates to City of Grant compensation of employees.

A motion was made by Brueggeman to go into executive session due to personnel and to include the Council Members, Mayor, and City Attorney, and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

Entered Executive Session at 8:03 pm.

Exited Executive Session at 8:53 pm.

A motion was made by Brueggeman to come out of executive session and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

No Action Taken.

 

NEW BUSINESS (Continued):

Action and Discussion on Adoption of the City of Grant Banner Policy and Banner Application – A motion was made by Brueggeman to table the Adoption of the City of Grant Banner Policy and Banner Application to the April 9, 2024 meeting and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Action and Discussion on Resolution No. 24-03-03, A Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska to Set Fees Related to Banner Applications – Discussion took place on Resolution No. 24-03-03, A Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska to set fees related to banner applications.  No Action Taken.

 

Action on Bills & Claims – Aurora Cooperative, fuel – 157.54; Black Hills Energy, utilities – 772.64; Capital Business Systems, Inc., supplies – 397.40; Edward Dunn, dues & training – 392.75; J.P. Cooke Company, supplies – 91.65; League of NE Municipalities, dues & training – 130.00; MEAN, transmission charge – 102,883.10; Mutual of Omaha, employee benefits – 108.00; Nebraska Public Health Environmental, lab & well tests – 1,688.00; Perkins County Sheriff, professional services – 7.50; Sandhills State Bank, employee benefits – 605.00; Lisa Schmitt, dues & training – 392.75; American Funds, retirement –1,841.86; Pinnacle Bank , professional services – 28.00; Nebraska Department of Revenue, sales tax – 9,873.27; United States Treasury, federal tax withholding – 4,928.22; Overtime Wages 2/25-3/16 – 807.80. Total Bills and Claims 125,105.48.

 

The motion was made by Brueggeman and seconded by Sims to approve the Bills and Claims in the amount of $125,105.48.

Bishop, Brueggeman & Sims reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 9:26 P.M.
