COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

November 28, 2023

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on November 28, 2023 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, November 16, 2023, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Petersen, Sims and Mayor Schmitt.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Bishop and seconded by Petersen to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Brueggeman to approve the minutes of the November 14, 2023 meeting as presented and waive the reading and seconded by Sims.

Roll call vote:  Yeas – Bishop, Brueggeman & Sims. Nays – none. Abstain – Petersen. Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council about the NMPP Annual Conference and presented them with an agenda to review for the next Council meeting. Dunn gave updates on the downtown business survey he took about the planters for downtown, Jessie and I interviewed an individual for the office assistant position, the Southwest Nebraska Clerks Association will be holding a meeting tomorrow in Grant in the Council Chambers, and gave an update on the donor mural at the pool.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman –none. Council member, Sims – none. City Superintendent, Dunn – informed the Council that the tree board did not have a quorum at the last meeting and are trying to plan a meeting for Dec 1, 2023 to attend the Western Regional Tree Board meeting.

 

FINANCIALS – Acknowledged as received.

UNFINISHED BUSINESS:

Action and Discussion on Ordinance 23-10-01, an Ordinance of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending Section 5-201 – Registration; Issuance of Permit of Article 2 – Peddlers and Solicitors of Chapter 5 – Business Regulations of the City of Grant Revised Municipal Code – Adding Language Concerning Food Trucks; and Providing When This Ordinance is in Full Force and Effect. (Third Reading) – City Clerk, Jessie Faber read the third reading of Ordinance No. 23-10-01 “An Ordinance of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending Section 5-201 – Registration; Issuance of Permit of Article 2 – Peddlers and Solicitors of Chapter 5 – Business Regulations of the City of Grant Revised Municipal Code – Adding Language Concerning Food Trucks; and Providing When This Ordinance is in Full Force and Effect.”

A motion was made by Brueggeman to approve Ordinance No. 23-10-01 “An Ordinance of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending Section 5-201 – Registration; Issuance of Permit of Article 2 – Peddlers and Solicitors of Chapter 5 – Business Regulations of the City of

NEW BUSINESS:

Action and Discussion on Acceptance of Playground Donation by Casey and Nicole Tjaden – A motion was made by Sims to Accept the playground donation from Casey and Nicole Tjaden in the amount of $60,000.00 and the City of Grant will cover the remaining amount of $4,396.00 and the cost of netting and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Resolution 23-11-02 Resolution for the Signing of the Year-End Certification of City Street Superintendent 2023 – A motion was made by Petersen to approve Resolution 23-11-02 Resolution for the Signing of the Year-End Certification of City Street Superintendent 2023 and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The Resolution will be published in pamphlet form.

 

Action and Discussion on 2024 Nebraska Department of Transportation Maintenance Agreement Renewal – A motion was made by Brueggeman to accept the 2024 Nebraska Department of Transportation Maintenance Agreement Renewal in the amount of $1,822.10 and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Resolution No. 00-96-25, a Resolution for Snow Removal by The City of Grant – The Council discussed the current Resolution No. 00-96-25 for Snow Removal by the City of Grant.  No Action Taken.

 

Action on Bills & Claims – AFLAC, employee benefits – 202.10; American Agricultural Laboratory, lab & well tests – 96.00; Aurora Cooperative, fuel – 65.82; Country Supply, supplies – 168.92; Dunn, Edward, dues & training – 216.94; Itron, Inc., dues – 1,106.40; MEAN, transmission charge – 98,050.29; Mutual of Omaha, employee benefits – 108.00; Nebraska Department of Environmental & Energy, water note payment  – 74,093.20; Nebraska Public Health Environmental, lab & well tests – 416.00; NMC, Inc., capital outlay – 11,538.82; Pinnacle Bank/Visa, postage & supplies– 197.53; Sandhills State Bank, employee benefits – 605.00; American Funds, retirement –1,100.86; Nebraska Department of Revenue, sales tax – 7,069.22; United States Treasury, federal tax withholding – 3,034.47; Overtime Wages 10/29-11/11 – 692.77. The motion was made by Brueggeman and seconded by Bishop to approve the Bills and Claims in the amount of $198,762.34.

Bishop, Brueggeman, Petersen & Sims reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:26 P.M.
