CITY OF GRANT, NEBRASKA

September 26, 2023

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on September 26, 2023 at 7:01 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, September 21, 2023, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Brueggeman, Petersen, Sims and Mayor Schmitt. Absent: Council member: Bishop.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Sims to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Petersen to approve the minutes of the September 12, 2023 meeting as presented and waive the reading and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the tree board will meet tomorrow at 4:00 p.m., the park and recreation advisory committee will meet October 6th at 6:15 p.m., and the cemetery board will meet on October 10th at 5:15 p.m. The City Offices will be closed on October 9th to observe Columbus Day.  Dunn stated the auditor’s will be here on October 12th for the fieldwork portion of the audit.  Dunn gave updates on the airport blue hangar rehab project, fencing projects, plat drawings for the housing development projects, the downtown revitalization project, office chairs replacement, October 19th & 20th 20/20 Technologies is planning to do technology updates including a new computer and security updates, baseball field dugouts, Johnsons Service Company is here doing some sewer foaming, the trailer parking ordinance begins October 1st to remove trailers from the streets, we will be sweeping streets when time allows, and the storm drain repairs on 3rd street. The Mayor asked for an update on the pool mural Dunn stated it is a work in progress.

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman –none. Council member, Sims – none. City Superintendent, Dunn – gave an update on the library board meeting.

Action and Discussion on Resolution No. 23-09-05, a Resolution authorizing the City of Grant to enter into a Municipal Rental Agreement for the purpose of procuring the use of (1) 2023 CATERPILLAR 289D3 Serial #JX916484 with Bucket-Gp, Boce 84” Serial  #A4236BC20069 – A motion was made by Brueggeman to approve Resolution No. 23-09-05, a Resolution authorizing the City of Grant to enter into a Municipal Rental Agreement for the purpose of procuring the use of (1) 2023 CATERPILLAR 289D3 Serial # JX916484 with Bucket-Gp, Boce 84” Serial # A4236BC20069 and seconded by Petersen.

Action and Discussion on Resolution 23-09-07, a Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Rescinding Prior Resolution No. 23-06-04, Declaration of Nuisance Properties (821 Garfield Ave.) – A motion was made by Brueggeman to approve Resolution 23-09-07, a Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Rescinding Prior Resolution No. 23-06-04, Declaration of Nuisance Properties (821 Garfield Ave.) and seconded by Sims.

Action and Discussion with West Central Nebraska Development District (WCNDD) on Plan for Abatement on Declared Nuisance Properties – Discussion took place with Samantha Redfern with WCNDD on a plan for abatement on declared nuisance properties.  No Action Taken.

 

Action and Discussion on Resolution 23-09-12, a Resolution of the City of Grant, Nebraska, To Formally Adopt the City of Grant’s Capitalization Policy – A motion was made by Brueggeman to approve Resolution 23-09-12, a Resolution of the City of Grant, Nebraska, To Formally Adopt the City of Grant’s Capitalization Policy and seconded by Petersen.

Action and Discussion on Resolution 23-09-13, a Resolution of the City of Grant, Nebraska, To Formally Adopt the City of Grant’s Fiscal Policy – A motion was made by Sims to approve Resolution 23-09-13, a Resolution of the City of Grant, Nebraska, To Formally Adopt the City of Grant’s Fiscal Policy and seconded by Petersen.

Action and Discussion on Automated Weather Observing System/Weather Dissemination System (AWOS/WDS) Agreement between the Nebraska Department of Transportation, Aeronautics Division and the Grant Municipal Airport of Grant – A motion was made by Brueggeman to approve the Automated Weather Observing System/Weather Dissemination System (AWOS/WDS) Agreement between the Nebraska Department of Transportation, Aeronautics Division and the Grant Municipal Airport of Grant and authorize the Mayor to sign and seconded by Sims.

The motion was made by Petersen and seconded by Sims to approve the Bills and Claims in the amount of $180,638.38.

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:36 P.M.
