COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

April 10, 2023

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on April 10, 2023 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, April 5, 2023, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Petersen, Sims and Mayor Schmitt. 

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Petersen to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Petersen to approve the minutes of the March 27, 2023 meeting as presented and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the cemetery board will meet tomorrow at 5:15 p.m., the park and recreation advisory committee will meet tomorrow at 6:15 p.m., and the tree board will meet on April 18th at 4:00 p.m. Dunn gave an update on the Arbor Day Program, the Girl Scouts tree planting, the Community Redevelopment Authority closed on the property at 245 Lincoln Avenue and is working with Southwest Nebraska Community Betterment Corp. for grant funding,  CSC Construction is anticipating a June 1st start date on the street improvement projects, the lift station rehab project, BSB Construction will be returning to complete a few items on the water project before close out of the project, the digging of the basement for the house at 604 Garfield should be starting soon , and a park and recreation summer programs update.

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman –none.  Council member, Sims – none.

 

ENFORCEMENT, SHERIFF & WATER REPORTS – Acknowledged as received.

                                   

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

Action and Discussion on Ordinance No. 23-03-01 An Ordinance by the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending the Revised Municipal Code of the City of Grant, Perkins County, Nebraska (Ordinance No. 18-11-01) by Adding a New Duty to Subparagraph B in Chapter 1 – Civil Administration; Article 5 – Appointed Officials; Section 1-503: City Superintendent (2nd Reading) – City Clerk, Jessie Faber read the second reading of Ordinance No. 23-03-01 “An Ordinance by the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending the Revised Municipal Code of the City of Grant, Perkins County, Nebraska (Ordinance No. 18-11-01) by Adding a New Duty to Subparagraph B in Chapter 1 – Civil Administration; Article 5 – Appointed Officials; Section 1-503: City Superintendent”

 

NEW BUSINESS:

Action and Discussion on Mayoral Proclamation of Arbor Day – A motion was made by Petersen to accept the Proclamation of Arbor Day and authorize the Mayor to sign and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Contract for Services for Street Improvement Projects 2023 Between CSC Construction and the City of Grant – A motion was made by Brueggeman to approve the Contract for Services for Street Improvement Projects 2023 between CSC Construction and the City of Grant and authorize the Mayor to sign and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Approval of Hobby Chicken Permit – Jeff, Rita, Mackayla, and Jentry Wallin – A motion was made by Petersen to approve the Hobby Chicken Permit for Jeff, Rita, Mackayla, and Jentry Wallin and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.
