COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

March 27, 2023

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on March 27, 2023 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, March 22, 2023, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Petersen, Sims, and Mayor Schmitt.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Bishop to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Bishop to approve the minutes of the March 13, 2023 meeting as presented and waive the reading and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the Community Redevelopment Authority will meet on April 3rd at noon, and the park and recreation advisory committee will meet on April 11th at 6:15 p.m.  Dunn gave an update on the snow removal and the NMPP/MEAN Annual Conference he attended.  Dunn also informed the Council that the new employee has passed his grade 4 water operator course and CDL. Dunn also stated that Bill Taylor attended the Nebraska Rural Water Association Annual Conference in Kearney, Jessie Faber attended the Nebraska Municipal Clerks Academy in Kearney, and Eric McCormick will be attending the renewal course for his pest control license this week and Garret Thompson will be attending the initial course for his pest control license in the coming weeks.  Dunn gave an update on the park and recreation summer programs.

  

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman –gave an update on the tree board meeting and reminded everyone of the Library Puzzle Competition on April 1st. Council member, Sims – none.

Action and Discussion on Mayoral Appointment – Library Board – Mikaela Stephenson – A motion was made by Brueggeman to approve the Mayoral appointment of Mikaela Stephenson to the Library Board term ending 12/2027 and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Mayoral Appointment – Tree Advisory Board – Doug Tatum – A motion was made by Bishop to approve the Mayoral appointment of Doug Tatum to the Tree Advisory Board term ending 12/2024 and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Award of Bid for Street Improvement Projects 2023 – A motion was made by Brueggeman to award the bid for Street Improvement Projects 2023 to CSC Construction in the amount of $218,617.50 including Contract 1A and Contract 1B and authorize the Mayor to sign and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Ordinance No. 23-03-01 An Ordinance by the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending the Revised Municipal Code of the City of Grant, Perkins County, Nebraska (Ordinance No. 18-11-01) by Adding a New Duty to Subparagraph B in Chapter 1 – Civil Administration; Article 5 – Appointed Officials; Section 1-503: City Superintendent – City Clerk, Jessie Faber read the first reading of Ordinance No. 23-03-01 “An Ordinance by the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending the Revised Municipal Code of the City of Grant, Perkins County, Nebraska (Ordinance No. 18-11-01) by Adding a New Duty to Subparagraph B in Chapter 1 – Civil Administration; Article 5 – Appointed Officials; Section 1-503: City Superintendent”

 

Action and Discussion on Amended/Updated Form for Request to be Placed on City Council Agenda – A motion was made by Bishop to approve the amended/updated form for Request to be Placed on City Council Agenda and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Nuisance Abatement Agreement with West Central Nebraska Development District, Inc. (WCNDD) for Nuisance Abatement Within Section 2 as Evidence in the Attached Municipal Map – A motion was made by Bishop to accept the nuisance abatement agreement with West Central Nebraska Development District, Inc. for nuisance abatement within Section 2 as evidence in the attached municipal map in the amount of $9,310.00 and authorize the Mayor to sign and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Executive Session – A motion was made by Brueggeman to go into executive session due to potential litigation and to include the Council Members, Mayor, City Clerk, City Superintendent, City Attorney, and Sherriff Brueggeman and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

Entered Executive Session at 7:39 pm.

Exited Executive Session at 8:06 pm.

A motion was made by Brueggeman to come out of executive session and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The motion was made by Brueggeman and seconded by Petersen to approve the Bills and Claims in the amount of $26,787.60.

Bishop, Brueggeman, Petersen & Sims reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 8:07 P.M.
