Council Minutes - May 10, 2022

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

                                                                                                                   May 10, 2022            

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on May 10, 2022 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, May 4, 2022, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Petersen, Sims and Mayor Schmitt.  

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Petersen to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Brueggeman to approve the minutes of the April 26, 2022 meeting as presented and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – Bishop & Brueggeman. Nays – none.  Abstain – Petersen & Sims. Yea – Mayor Schmitt. Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the library board will meet tomorrow at 5:15 p.m., and the tree board will meet May 18th at 4:00 p.m.  The Cemetery has a clean-up day planned for May 21st at 9:00 a.m. Dunn will be attending the MEAN Committee and Board meetings on May 18th and 19th. Dunn also went over the six month project update from the last meeting, since not all of Council members were in attendance at the prior meeting.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – none. Council member, Sims – none.   City Superintendent, Dunn – gave an update on the cemetery board meeting. 

 

ENFORCEMENT & WATER REPORTS – Acknowledged as received.

                                   

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

 

PUBLIC COMMENT – none.

 

UNFINISHED BUSINESS:

Action and Discussion on Ordinance No. 22-04-01 Ordinance of the City of Grant, Perkins County, Nebraska, Authorizing the Perkins County Treasurer to Collect Special Assessment; to Repeal all Other Ordinances and Resolutions, or Parts Thereof in Conflict; to Provide that the Provisions of Grant; and to Provide when this Ordinance Shall be in Full Force and Effect (3rd Reading) – City Clerk, Jessie Faber read the third reading of Ordinance No. 22-04-01 “AN ORDINANCE OF THE CITY OF GRANT, PERKINS COUNTY, NEBRASKA, AUTHORIZING THE PERKINS COUNTY TREASURER TO COLLECT SPECIAL ASSESSMENT; TO REPEAL ALL OTHER ORDINANCES AND RESOLUTIONS, OR PARTS THEREOF IN CONFLICT; TO PROVIDE THAT THE PROVISIONS OF THIS ORDINANCE SHALL BE MADE A PART OF THE CODE OF THE CITY OF GRANT; AND TO PROVIDE WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT.”

A motion was made by Sims to accept Ordinance 22-04-01 Ordinance of the City of Grant, Perkins County, Nebraska, Authorizing the Perkins County Treasurer to Collect Special Assessment; to Repeal all Other Ordinances and Resolutions, or Parts Thereof in Conflict; to Provide that the Provisions of Grant; and to Provide when this Ordinance Shall be in Full Force and Effect and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The Ordinance will be published in pamphlet form.

NEW BUSINESS:

Action and Discussion on Proclamation of Arbor Day 2022 – A motion was made by Bishop to accept the Proclamation of Arbor Day 2022 and authorize the Mayor to sign and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Entering into Negotiations for a Contract for Electrical Construction Services Related to the Grant Downtown Revitalization Project – A motion was made by Bishop to go into executive session for negotiations and to include the Council Members, Mayor, City Clerk, City Superintendent and City Attorney and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

Entered Executive Session at 7:26 pm.

Exited Executive Session at 7:34 pm.

A motion was made by Bishop to move out of executive session and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Bishop to approve entering into negotiations for a contract for Electrical Construction Services related to the Grant Downtown Revitalization Project with Potts Electric LLC in the amount of $155,140.00 and seconded Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Award of Bid to Level LLC for Concrete Services and Construction related to the Grant Downtown Revitalization Project – A motion was made by Bishop to award the bid to Level LLC for Concrete Services and Construction related to the Grant Downtown Revitalization project in the amount of $854,076.00 and enter into contract negotiations for the project and seconded by Petersen.

The motion was made by Petersen and seconded by Sims to approve the Bills and Claims in the amount of $233,063.12.

Bishop, Brueggeman, Petersen & Sims reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:45 P.M.
