COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

April 26, 2022

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on April 26, 2022 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, April 20, 2022, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman and Mayor Schmitt.  Absent Council members: Petersen & Sims.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Bishop and seconded by Brueggeman to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Yea – Mayor Schmitt.  Motion carried.

A motion was made by Brueggeman to approve the minutes of the April 12, 2022 meeting as presented and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none. Yea – Mayor Schmitt.  Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meeting, the tree board will meet tomorrow at 10:00 a.m. and hold the Arbor Day activities to follow at 12:30 p.m. in the park with the 4th grade class.  Dunn also gave an update on multiple projects:  Airport Automated Weather Observation System (AWOS) & new windows paid for by grant funding; Cemetery kiosk, memorial day ribbon cutting, and replacement of the brick columns with the Fairview Cemetery sign; CRA project with Southwest Nebraska Community Betterment Corporation; Economic Development In & Out Car Wash grant for waterline; downtown improvement project bid opening is at 2:30 p.m. for the electrical portion and 3:00 p.m. for the concrete portion on May 4th; Park and Rec Department planter in front of the Bandshell, musical playground equipment, ball field upkeep, summer ball program, swimming pool currently planning for May 28th opening and ball park fence replacement, which we received $3,500.00 from the Perkins County Community Foundation for the fencing project; Sewer lift station revitalization project and sewer main repair; Street project by High School will start after school is out for the summer ; and the water main project is planned to start June 1st.

UNFINISHED BUSINESS:

Action and Discussion on Ordinance No. 22-04-01 Ordinance of the City of Grant, Perkins County, Nebraska, Authorizing the Perkins County Treasurer to Collect Special Assessment; to Repeal all Other Ordinances and Resolutions, or Parts Thereof in Conflict; to Provide that the Provisions of Grant; and to Provide when this Ordinance Shall be in Full Force and Effect (2nd Reading) – City Clerk, Jessie Faber read the second reading of Ordinance No. 22-04-01 “AN ORDINANCE OF THE CITY OF GRANT, PERKINS COUNTY, NEBRASKA, AUTHORIZING THE PERKINS COUNTY TREASURER TO COLLECT SPECIAL ASSESSMENT; TO REPEAL ALL OTHER ORDINANCES AND RESOLUTIONS, OR PARTS THEREOF IN CONFLICT; TO PROVIDE THAT THE PROVISIONS OF THIS ORDINANCE SHALL BE MADE A PART OF THE CODE OF THE CITY OF GRANT; AND TO PROVIDE WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT.”

NEW BUSINESS:

Action and Discussion on Recommendations from the Library Board and Tree Advisory Board on the Tree/Statue in the Library Reading Garden – Dan Thompson from the Library Board presented the recommendation from the Library Board, which is to keep the tree and will maintain upkeep of the statue with clearing berries from the statue and proper cleaning using soap and water.  City Clerk, Jessie Faber stated that the Tree Advisory Board accepted the Library Board recommendation and took no action at the meeting.  No Action Taken.

 

Action and Discussion on American Rescue Plan Act (ARPA), State and Local Fiscal Recovery Funds (SLFRF) Election of the Standard Allowance of up to $10 Million, not to exceed our total award allocation of $197,341.34, for identifying revenue loss – A motion was made by Bishop to accept the  American Rescue Plan Act (ARPA), State and Local Fiscal Recovery Funds (SLFRF) Election of the Standard Allowance of up to $10 Million, not to exceed our total award allocation of $197,341.34, for identifying revenue loss  and allow the City Superintendent and City Clerk to submit the report with the standard allowance and seconded by Bruggeman.

Roll call vote:  Yeas – all present. Nays – none. Yea – Mayor Schmitt.  Motion carried.

 

Action on Bills & Claims – AFLAC, employee benefits – 178.64; Black Hills Energy, utilities – 473.92; BSN Sports Inc., sports equipment – 65.60;  Country Supply, supplies – 580.61; Grant Tribune-Sentinel, advertising – 643.79; M.C. Schaff & Associates, Inc., capital outlay – 8,895.65; MEAN, transmission charge – 108,505.84; Midwest Electric, O & M Charge – 16,486.90; NE State Fire Marshal, dues – 61.00; Nebraska Department of Environment and Energy, dues & training – 260.00; Nebraska Public Health Environmental, lab & well tests – 80.00; Perkins County Abstract, dues – 108.00; Pinnacle Bank/Visa, supplies, postage, & dues & training – 856.38; Principal Life Insurance Company, employee benefits – 144.90; Sargent Drilling Co., capital outlay – 28,581.75; Scotties Potties, contract labor & supplies – 900.00; WJR Inc. The motion was made by Brueggeman and seconded by Bishop to approve the Bills and Claims in the amount of $264,347.47.

Roll call vote:  Yeas – all present. Nays – none. Yea – Mayor Schmitt.  Motion carried.

 

Bishop & Brueggeman reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:37 P.M.
