Council Minutes - April 12, 2022

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

                                                                                                                   April 12, 2022            

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on April 12, 2022 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, March 30, 2022, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Sims and Mayor Schmitt.  Absent Council member: Petersen

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Sims to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Sims to approve the minutes of the March 22, 2022 meeting as presented and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the library board will meet tomorrow at 5:15 p.m., and the tree board will meet April 20th at 4:00 p.m.  Dunn stated that the Arbor Day Program will be held Wednesday, April 27th. Forester Chrissy Land will be here to meet with the tree board and help with the 4th grade class tree planting from 12:40 p.m. to 1:20 p.m. The Lions Club has donated one of the trees again this year for the tree planting.  Dunn informed the Council that Tom Werblow made the change of including the one sidewalk on 3rd street as requested on the one & six street improvement plan.  Dunn stated that the bid opening for the downtown improvement project is at 2:30 p.m. for the electrical portion and 3:00 p.m. for the concrete portion on April 20th.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – none. Council member, Sims – none.   City Superintendent, Dunn – gave an update on the cemetery board meeting. 

 

ENFORCEMENT, SHERIFF & WATER REPORTS – Acknowledged as received.

                                   

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

Action and Discussion to be placed on the Agenda – Tree Removal and Replacement in the Library Reading Garden – Carmen Richmond – Carmen Richmond presented the request to be placed on the agenda and answered any questions.  A motion was made by Brueggeman to refer the request to be placed on the agenda - tree removal and replacement in the Library Reading Garden to the library board and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Approved Grant Community Swimming Pool Parking Lot Improvement Project – Donation Acceptance Clarification – The Council discussed the Grant Community Swimming Pool Parking Lot Improvement Project for the Donation Acceptance Clarification. No Action Taken.

 

Action and Discussion on Ordinance No. 22-04-01 Ordinance of the City of Grant, Perkins County, Nebraska, Authorizing the Perkins County Treasurer to Collect Special Assessment; to Repeal all Other Ordinances and Resolutions, or Parts Thereof in Conflict; to Provide that the Provisions of Grant; and to Provide when this Ordinance Shall be in Full Force and Effect – City Clerk, Jessie Faber read the first reading of Ordinance No. 22-04-01 “AN ORDINANCE OF THE CITY OF GRANT, PERKINS COUNTY, NEBRASKA, AUTHORIZING THE PERKINS COUNTY TREASURER TO COLLECT SPECIAL ASSESSMENT; TO REPEAL ALL OTHER ORDINANCES AND RESOLUTIONS, OR PARTS THEREOF IN CONFLICT; TO PROVIDE THAT THE PROVISIONS OF THIS ORDINANCE SHALL BE MADE A PART OF THE CODE OF THE CITY OF GRANT; AND TO PROVIDE WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT.”

Action and Discussion on Electronic Government Service Level Agreement with Nebraska Interactive, LLC., (NIC) and the Nebraska State Record Board (NSRB) for Electronic Services for Payment Processing and Payment Processing Hardware and Support (Credit Card Processing) – A motion was made by Sims to approve the Electronic Government Service Level Agreement with Nebraska Interactive, LLC., (NIC) and the Nebraska State Record Board (NSRB) for Electronic Services for Payment Processing and Payment Processing Hardware and Support and allow the Mayor to sign and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Mayoral Appointment to the Citizens Advisory Review Board (Tiffany Long) -

A motion was made by Bishop to accept the Mayoral appointment of Tiffany Long to the Citizens Advisory Review Board term ending 12/2025 and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried. 

 

Action and Discussion on 2022 Maintenance Agreement with Nebraska Department of Transportation – A motion was made by Brueggeman to accept the 2022 Maintenance Agreement with Nebraska  Department of Transportation and authorize the Mayor to sign and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The motion was made by Brueggeman and seconded by Bishop to approve the Bills and Claims in the amount of $131,882.15.

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:56 P.M.
