Council Minutes - January 11, 2022

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

January 11, 2022

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on January 11, 2022 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, January 5, 2022, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Sims and Mayor Schmitt.

Absent Council member: Petersen.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Bishop and seconded by Sims to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Brueggeman to approve the minutes of the December 14, 2021 meeting as presented and waive the reading and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the library board will meet tomorrow at 5:15 p.m., the Community Redevelopment Authority will meet January 11th at noon, the tree board will meet January 19th at 4:00 p.m., and the airport advisory board will meet January 21st at 9:00 a.m. Dunn stated that he will be attending the NMPP/MEAN meeting next week and the following week a planning and zoning meeting and the airport symposium.  Dunn gave an update on the Cemetery kiosk.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – gave an update on the library board meeting. Council member, Sims – none.   City Superintendent, Dunn – gave an update on the cemetery board meeting. 

 

ENFORCEMENT, SHERIFF & WATER REPORTS – Acknowledged as received.

                                   

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

 

PUBLIC COMMENT – none.

 

UNFINISHED BUSINESS:

Action and Discussion on Ordinance No 21-12-01 An Ordinance Identifying the Boundaries of the Corporate Limits for the City of Grant; Providing for the Filing at the Register of Deeds Office for Perkins County, Nebraska – City Clerk, Jessie Faber read the second reading of Ordinance No. 21-12-01 “An Ordinance Identifying the Boundaries of the Corporate Limits for the City of Grant; Providing for the Filing at Register of Deeds Office for Perkins County, Nebraska, Repealing all Resolutions or Ordinances in Conflict; and Stating the Date the Ordinance Becomes Effective.”

 

NEW BUSINESS:

Review and Discussion on City of Grant Comprehensive Plan Update – The Council reviewed and discussed the City of Grant Comprehensive Plan Update.  No Action Taken.

 

Review and Discussion on Employee Benefits – Health Insurance Renewal (Benefit Management) – The Council reviewed and discussed the City of Grant health insurance renewal.  No Action Taken.

 

Action and Discussion on Mayor & Council Members Planning to Attend the League of Nebraska Municipalities Midwinter Conference and Approving Registration Fees for said Conference – A motion was made by Brueggeman to approve the Mayor and Council Members to all attend the League of Nebraska Municipalities Midwinter Conference in Lincoln with all related conference expenses covered by the City and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The motion was made by Brueggeman and seconded by Bishop to approve the Bills and Claims in the amount of $176,589.20.

Bishop, Brueggeman, & Sims reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:35 P.M.
