COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

May 11, 2021

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on May 11, 2021 at 7:01 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, May 5, 2021, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Brueggeman, Sims and Mayor Schmitt.  Absent Council members: Bishop and Petersen.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, et al.

The motion was made by Brueggeman and seconded by Sims to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Yea - Mayor Schmitt.  Motion carried.

A motion was made by Brueggeman to approve the minutes of the April 27, 2021 meeting as presented and waive the reading and seconded by Sims.

Roll call vote:  Yeas – Brueggeman. Nays – none.  Abstain – Sims. Yea – Mayor Schmitt. Motion failed.

 

COMMUNICATIONS: City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the library board will meet tomorrow at 5:15 p.m., and the tree board will meet on April 18th at 4:00 p.m.  Dunn informed the Council the Bike Ride Around Grant event is on May 19th from 6:00 to 7:00 p.m.  and the cemetery board will have a free will donation root beer float fundraiser for the kiosk at the Grant Fairview Cemetery in conjunction with this event.  Also the cemetery board is holding a cemetery spring clean-up event on May 22nd at 9:00 a.m. at the Grant Fairview Cemetery.  Dunn gave the Council an update on the swimming pool progress.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – gave an update on the tree board Arbor Day activities. Council member, Sims – none.   City Superintendent, Dunn – gave an update on the airport advisory board meeting, and the cemetery board meeting. 

 

ENFORCEMENT, LOTTERY, SHERIFF & WATER REPORTS – Acknowledged as received.

                                   

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

Stat. §39-1359 – A motion was made by Brueggeman to accept Resolution 21-05-01 Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska Accepting Fair Parade Duties set Forth in Neb. Rev. Stat. §39-1359 and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none.  Yea - Mayor Schmitt.  Motion carried.

Action and Discussion to accept the “good faith” efforts in obtaining DBE participation by WJR Inc. DBA Robinson Electric, Gering, Nebraska for the Grant Airport AWOS III P/T FAA Airport Improvement Project (AIP) 3-31-0035-010-2021 – A motion was made by Sims to acknowledge and accept the “good faith” efforts in obtaining DBE participation by WJR Inc. DBA Robinson Electric, Gering, Nebraska for the Grant Airport AWOS III P/T FAA Airport Improvement Project (AIP) 3-31-0035-010-2021 and seconded by Brueggeman.

Action and Discussion on Resolution No. 21-05-02 Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska to Approve the Bid Proposal from WJR Inc. DBA Robinson Electric, Gering, Nebraska, in the amount of $304,664.98 for Airport Improvement Project (AIP) 3-31-0035-010-2021 – A motion was made by Brueggeman to accept Resolution No. 21-05-02 Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska to Approve the Bid Proposal from WJR Inc. DBA Robinson Electric, Gering, Nebraska, in the amount of $304,664.98 for Airport Improvement Project (AIP) 3-31-0035-010-2021 and seconded by Sims.

Presentation on M.E.A.N. (Municipal Energy Agency of Nebraska) – Carol Brehm – Carol Brehm with Municipal Energy Agency of Nebraska, presented a general overview of the Agency, how the City participates and what services are available in Grant.  Brehm answered any questions that the Council had on M.E.A.N.

 

The Mayor stated the Council will take a 5 minute recess.

 

Action and Discussion on Presentation from Hometown Agency for 2021-2022 Insurance – Jeff Skeels – Jeff Skeels from Hometown Agency presented an overview of the insurance policy and changes made or options that the City could still make to the policy. He also answered any questions the Council had on the policy.

Brueggeman & Sims reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 9:25 P.M.
