Council Minutes - April 27, 2021

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

April 27, 2021

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on April 27, 2021 at 7:01 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, April 21, 2021, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and Governor’s Executive Order No. 20-36 and 21-02 and its location.

Roll call:  Present Council members:  Bishop, Brueggeman and Mayor Schmitt.  Present Council members via Zoom videoconference: Petersen, per Governor’s Executive Order No. 20-36. Absent Council member: Sims.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Bishop to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Brueggeman to approve the minutes of the April 13, 2021 meeting as presented and waive the reading and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS: City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the park and rec advisory board will meet May 3rd at 6:30 p.m., and the airport advisory board will meet on May 6th at 10:00 a.m.  The bid opening for the AWOS has been moved to April 29th at 2:30 p.m.  Dunn informed the Council that a retirement open house for Gary Beckler and his 31 years of service will be April 29th from 11:00 a.m. and 2:00 p.m.  Dunn updated the Council on the last meeting with Miller & Associates and Brown Construction on the pool progress.  Dunn also said he has had some good feedback on the economic development micro loan program.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – gave an update on the tree board meeting and library board meeting. Council member, Sims – none.   

City Superintendent, Dunn – gave an update on the CRA board meeting.

 

FINANCIALS – Acknowledged as received.

 

PUBLIC COMMENT – Eric McCormick.

 

UNFINISHED BUSINESS:

Action and Discussion on Resolution No. 21-03-06 Resolution Adopting a Personnel Manual Governing all City Employees  – A motion was made by Brueggeman to accept Resolution No. 21-03-06 Resolution Adopting a Personnel Manual Governing all City Employees and seconded by Bishop. Brueggeman made an amendment to the previous motion to also remove the on call definitions on page 10 and on call pay and seconded by Bishop.

Action and Discussion on Resolution No. 21-04-03 Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska Approving the Hobby Chicken Permit Form and Fees – A motion was made by Brueggeman to accept Resolution No. 21-04-03 Resolution of the Mayor and Council of the City of Grant, Perkins County Nebraska Approving the Hobby Chicken Permit Form and Fees and seconded by Petersen.

                Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The Resolution will be published in pamphlet form.

 

NEW BUSINESS:

Action and Discussion on Interlocal Agreement for Law Enforcement Services – Sheriff Brueggeman, presented and answered questions that the Council had on the interlocal agreement for law enforcement services.  A motion was made by Bishop to approve the Interlocal Agreement for Law Enforcement Services in the amount of $96,903.00 and authorize the Mayor to sign and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Employee Recognition – Val Foster – 5 Years (November 9, 2015) – Verbal recognition was given to recognize Val Foster for her 5 years of service to the City of Grant.

 

Employee Recognition – Sarah Pick – 5 Years (November 9, 2015) – Verbal recognition was given to recognize Sarah Pick for her 5 years of service to the City of Grant.

 

Employee Recognition – Tim Taylor – 10 Years – Mayor, Schmitt presented a certificate to Tim Taylor for recognition of 10 years of service to the City of Grant.

 

Action on Bills & Claims – AFLAC, employee benefits – 243.04; Blue Cross Blue Shield of NE, employee benefits – 7,885.99; Carlson Electric, capital outlay – 461.37; Country Supply, supplies – 233.25; Faller Landscape, tree board – 469.97; Jon Forney, tree board – 283.36; Ken’s Construction LLC, contract labor – 1,400.00; MEAN, transmission charge – 102,864.83; Nebraska Department of Transportation, maintenance – 1,822.10; Nebraska Public Health Environmental, lab & well tests – 30.00; O’Donnell & Holmstedt, P.C., L.L.O., professional services – 3,925.00; Overhead Door Specialists, capital outlay – 1,276.47; Perkins County Abstract, dues – 108.00; Tri-County Ball Association, dues – 405.00; Grace Tuttle, refund – 20.00; American Funds, retirement –1,201.90; Nebraska Department of Revenue, sales tax – 8,695.61; United States Treasury, federal tax withholding – 3,510.50; Overtime Wages 4/1-4/15 – 391.32. The motion was made by Brueggeman and seconded by Bishop to approve the Bills and Claims in the amount of $135,227.71.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Bishop & Brueggeman reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:44 P.M.
