COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

April 13, 2021

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on April 13, 2021 at 7:02 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, March 31, 2021, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and Governor’s Executive Order No. 20-36 and 21-02 and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Petersen, Sims and Mayor Schmitt. Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Bishop to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Petersen to approve the minutes of the March 23, 2021 meeting as presented and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS: City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the library board will meet tomorrow at 5:15 p.m., the tree board will meet on April 19th at 4:00 p.m., and the airport advisory board will meet April 28th at 9:00 a.m.  Dunn informed the Council the tree board will be having an Arbor Day activity for the 4th & 5th grade classes on April 28th in the Grant City Park, also the tree board received the Growth Award this year and will have a small award ceremony in the park in conjunction with the Arbor Day activity. Dunn stated that the new park shelter project has begun with the dirt work.  Dunn also gave an updated on the AWOS bid opening taking place on April 22nd at 2:00 p.m. and the FAA & NDOT have stated that the AWOS project will be funded at 100%.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – none. Council member, Sims – none.   City Superintendent, Dunn – gave an update on the economic development advisory board meeting, the CRA board meeting and the cemetery board meeting.  The cemetery board has decided on the Cemetery Spring Cleanup day to be held on May 22nd.

                                                                                                                        

ENFORCEMENT, LOTTERY, SHERIFF & WATER REPORTS – Acknowledged as received.

                                   

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

UNFINISHED BUSINESS:

Action and Discussion on Resolution No. 21-03-06 Resolution Adopting a Personnel Manual Governing all City Employees – A motion was made by Sims to table Resolution No.  21-03-06 Resolution Adopting a Personnel Manual Governing all City Employees until the next Council meeting on April 27th and to have feedback from the employees and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

The Mayor stated the Council will take a 5 minute recess.

 

NEW BUSINESS:

Action and Discussion on Potential Donation of Musical Playground Equipment and Placement of said Equipment (Request to be placed on Agenda by Andrea Brueggeman on behalf of Marvin Stumpf) – Andrea Brueggeman presented on behalf of Marvin Stumpf the potential donation of musical playground equipment and placement of the equipment to the Council.  A motion was made by Bishop to move forward on the plans for donation of musical playground equipment and placement of said equipment and seconded by Sims.

Roll call vote:  Yeas – all present.  Nays – none. Motion carried.

 

Action and Discussion on Ordinance No. 21-04-01 Ordinance of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending the Revised Municipal Code (Ordinance 18-11-01) by Revoking and Replacing Bullet (B) of Section 1-306 – Place, Day, Time; Quorum, of Article 3 – Meetings, of Chapter 1 – Civil Administration; to Repeal all Other Ordinances and Resolutions, or Parts Thereof in Conflict; to Provide That the Provisions of This Ordinance Shall be Made a Part of the Code of the City of Grant; and to Provide When This Ordinance Shall be in Full Force and Effect - City Clerk, Jessie Faber read the first reading of Ordinance No. 21-04-01 “ORDINANCE NO. 21-04-01 ORDINANCE OF THE MAYOR AND COUNCIL OF THE CITY OF GRANT, PERKINS COUNTY, NEBRASKA, AMENDING THE REVISED MUNICIPAL CODE (ORDINANCE 18-11-01) BY REVOKING AND REPLACING BULLET (B) OF SECTION 1-306 – PLACE, DAY, TIME; QUORUM, OF ARTICLE 3 – MEETINGS, OF CHAPTER 1 – CIVIL ADMINISTRATION; TO REPEAL ALL OTHER ORDINANCES AND RESOLUTIONS, OR PARTS THEREOF IN CONFLICT; TO PROVIDE THAT THE PROVISIONS OF THIS ORDINANCE SHALL BE MADE A PART OF THE CODE OF THE CITY OF GRANT; AND TO PROVIDE WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT”

A motion was made by Brueggeman to waive the three readings on Ordinance No. 21-04-01 Ordinance of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending the Revised Municipal Code (Ordinance 18-11-01) by Revoking and Replacing Bullet (B) of Section 1-306 – Place, Day, Time; Quorum, of Article 3 – Meetings, of Chapter 1 – Civil Administration; to Repeal all Other Ordinances and Resolutions, or Parts Thereof in Conflict; to Provide That the Provisions of This Ordinance Shall be Made a Part of the Code of the City of Grant; and to Provide When This Ordinance Shall be in Full Force and Effect and seconded by Petersen.

Action and Discussion on Resolution 21-04-02 Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska  to Approve Payment of Committed Payback Funds in the Amount of $3,000.00 for GRA #2 as part of West Central Nebraska Development District’s (WCNDD) Owner-Occupied Housing Rehabilitation Program (OOR) – A motion was made by Petersen to accept Resolution 21-04-02 Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska  to Approve Payment of Committed Payback Funds in the Amount of $3,000.00 for GRA #2 as part of West Central Nebraska Development District’s (WCNDD) Owner-Occupied Housing Rehabilitation Program (OOR) and seconded by Brueggeman.
