Council Minutes - March 23, 2021

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

March 23, 2021

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on March 23, 2021 at 7:01 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, March 17, 2021, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and Governor’s Executive Order No. 20-36 and 21-02 and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Petersen, Sims and Mayor Schmitt.  

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Petersen to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Petersen to approve the minutes of the March 9, 2021 meeting as presented and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS: City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the economic development advisory board will meet April 1st at noon, the cemetery board will meet April 13th at noon, and the Library board will meet on April 14th at 5:15 p.m.  The Library board will continue with the 5:15 p.m. time change.  Dunn updated the Council on the CRA closing on the property at 604 Garfield Avenue.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – gave an update on the tree board meeting and library board meeting. Council member, Sims – none.   

 

FINANCIALS – Acknowledged as received.

 

PUBLIC COMMENT – Eric McCormick.

Action and Discussion on Resolution No. 21-03-06 Resolution Adopting a Personnel Manual Governing all City Employees  – Jim McNally with McNally Law Office/Municipal Code Services was present to answer any questions the council had on the personnel manual.  A motion was made by Bishop to table Resolution No.  21-03-06 Resolution Adopting a Personnel Manual Governing all City Employees until the next Council meeting on April 13th and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Mayoral Appointment of Breanne Sims to the Tree Advisory Board – A motion was made by Brueggeman to accept the Mayoral appointment of Breanne Sims to the Tree Advisory Board term ending 12/2022 and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Engineers Update of Swimming Pool Facility (Larry Steele) – Larry Steele & Travis Elfgren with Miller & Associates Consulting Engineers was in attendance to answer questions on the municipal swimming pool project.  Larry Steele gave a brief presentation on the current status of the Grant Municipal Swimming Pool project and answered questions.

 

Action on Bills & Claims – Black Hills Energy, utilities – 728.76; BSN Sports Inc., capital outlay – 1,765.96; Country Supply, supplies – 234.61; Faber Signs, supplies & repairs – 412.48; Friesen Welding & Repair LLC, supplies & repairs – 230.82; Midwest Electric, Capital Outlay, capital outlay & Utilities – 1,376.48; NE Safety & Fire Equipment Inc., supplies & Repairs – 700.00; Nebraska Public Health Environmental, lab & well tests – 986.00; Nebraska Statewide Arboretum, dues – 100.00; Paulsen Inc., capital outlay – 1,189.35; Pinnacle Bank/Visa, supplies, postage, & dues & training – 3,878.58; Principal Life Insurance Company, employee benefits – 161.35; Quality Diesel Inc., supplies & repairs – 105.00; Western Resources Group, contract labor – 240.00; American Funds, retirement –1,189.34; Nebraska Department of Revenue, sales tax – 11,510.53; United States Treasury, federal tax withholding – 3,474.65; Overtime Wages 3/1-3/15 – 259.11. Total Bills and Claims $28,543.02.

 

The motion was made by Brueggeman and seconded by Petersen to approve the Bills and Claims in the amount of $28,543.02.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Bishop, Brueggeman, Petersen & Sims reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:44 P.M.
