COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

November 12, 2019

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on November 12, 2019 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, October 30, 2019, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Greenwood, Petersen and Mayor Schmitt.   

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Bishop to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Bishop to approve the minutes of the October 22, 2019 meeting and waive the reading and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS: City Superintendent, Edward Dunn informed the Council of upcoming board meetings, the library board will meet tomorrow at 7:00 a.m., the park & rec board will meet on Thursday, October 14th at 6:00 p.m. and the tree board will meet on October 19th at 4:00 p.m.  Dunn informed the Council that the NMPP/MEAN meetings will be in Kearney October 20th & 21st and he will be attending those meetings.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – none. Council member, Greenwood – gave an update on the CRA meeting.   City Superintendent, Dunn – gave an update on the cemetery board meeting.

                                                                                                                        

ENFORCEMENT, WATER, & LOTTERY REPORTS – Acknowledged as received.

 

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

 

PUBLIC COMMENT – Lisa Schmitt, Robin Quinn, Gary Talich & Kimberly Bishop.

 

UNFINISHED BUSINESS:

Action on Ordinance No. 19-10-01 an Ordinance of the Municipality of Grant, Nebraska adopting a new Article to Section 6 (Public Ways & Property) of the Grant Revised Municipal Code Book entitled “Small Wireless Facilities Regulations for the Right-of-Way” (Second Reading) – City Clerk, Jessie Faber read the second reading of Ordinance No. 19-10-01 “AN ORDINANCE OF THE MUNICIPALITY OF GRANT, NEBRASKA ADOPTING A NEW ARTICLE ENTITLED “SMALL WIRELESS FACILITIES REGULATIONS FOR THE RIGHT-OF-WAY” IN CHAPTER 6 (PUBLIC WAYS & PROPERTY) OF THE GRANT REVISED MUNICIPAL CODE AND PROVIDING FOR THE EFFECTIVE DATE.”

 

NEW BUSINESS:            

Presentation on Current Bond Market – Tobin Buchanan – Tobin Buchanan with First National Capital Markets, presented information on the current bond market and gave a market comparison to the Council on the prior year market rates.  Buchanan also answered any questions the Council presented.

 

Presentation on M.E.A.N. (Municipal Energy Agency of Nebraska) – Carol Brehm – Carol Brehm with Municipal Energy Agency of Nebraska, presented a general overview of the Agency, how the City participates and what services are available in Grant.  Brehm answered any questions that the Council had on M.E.A.N.

 

Action and Discussion on Street Sweeper Lease Bids – Council discussed the lease programs and asked questions to the Rose Equipment & Macqueen Equipment representatives.  A motion was made by Brueggeman to approve the 2020 Dual Side Elgin Pelican Street Sweeper on a five year lease in the amount of $43,860.00 per year and seconded by Tierney.

Roll call vote:  Yeas – Bishop, Brueggeman & Petersen. Nays – Greenwood.  Motion carried.

 

Action on Request for CDBG Grant #18-HO-33061 Funds for Project Housing Rehabilitation and Housing Management Draw Down #1 – A motion was made by Bishop to approve the request for CDBG Grant #18-HO-33061 funds for project housing rehabilitation and housing management draw down #1 in the amount of $16,510.00 and authorize the Mayor & City Treasurer to sign and seconded by Petersen.

Roll call vote:  Yeas – Bishop & Petersen. Nays – Greenwood.  Abstain – Brueggeman.

Yea – Mayor Schmitt. Motion carried. Brueggeman stated that she is abstaining due to being an officer on the Southwest Nebraska Community Betterment Corporation Board.

 

Action on Request for CDBG Grant #18-HO-33061 Funds for General Administration Draw Down #2 – A motion was made by Petersen to approve the request for CDBG Grant #18-HO-33061 funds for general administration draw down #2 in the amount of $4,165.00 and authorize the Mayor & City Treasurer to sign and seconded by Bishop.

Roll call vote:  Yeas – Bishop & Petersen. Nays – Greenwood.  Abstain – Brueggeman.

Yea – Mayor Schmitt. Motion carried. Brueggeman stated that she is abstaining due to being an officer on the Southwest Nebraska Community Betterment Corporation Board.

 

Action and Discussion on Ordinance No. 19-11-01 Ordinance to Adopt a Social Media Policy – City Clerk, Jessie Faber read the first reading of Ordinance No. 19-11-01 “AN ORDINANCE OF THE CITY OF GRANT, NEBRASKA ADOPTING A SOCIAL MEDIA POLICY AND PROVIDING FOR AN EFFECTIVE DATE.

 

Action and Discussion on Resolution No. 19-11-01 Resolution to Amend the City of Grant Personnel Manual Section 7.02 –A motion was made by Brueggeman to approve Resolution No. 19-11-01 Resolution to Amend the City of Grant Personnel Manual Section 7.02 and seconded by Petersen

The motion was made by Petersen and seconded by Bishop to approve the Bills and Claims in the amount of $331,007.14.

Roll call vote:  Yeas – Bishop & Petersen. Nays – Greenwood.  Yea - Brueggeman on all bills except for Abstaining from the two Southwest Nebraska Community Betterment Corporation claims in the amount of $22,008.00. Brueggeman stated that she is abstaining due to being an officer on the Southwest Nebraska Community Betterment Corporation Board. Yea – Mayor Schmitt on the two Southwest Nebraska Community Betterment Corporation claims in the amount of $22,008.00 Motion carried.

 

Bishop, Brueggeman, Greenwood & Petersen reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 8:33 P.M.
