Council Minutes - September 24, 2019

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

September 24, 2019

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on September 24, 2019 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, September 18, 2019, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Greenwood, Petersen and Mayor Schmitt.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Bishop to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Bishop to approve the minutes of the September 10, 2019 meeting and waive the reading and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of upcoming board meetings, the tree board will meet tomorrow at 4:00 pm, the CRA will meet on Friday at Noon, and the cemetery board will meet on October 8th at Noon.  Dunn also informed the Council that the tree board had received a grant that provided 10 free trees and will be having a tree planting event and plant the trees at the City Park on October 2nd at 1:00 pm.  Dunn stated that the Council may want to keep in mind that the League of Nebraska Municipalities Midwinter Conference will be held on February 24th and 25th and if they are interested in attending again this year to take note of these dates.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – gave an update on the Library board meeting and Tree board meeting. Council member, Greenwood – gave an update on the CRA meeting.

Action on Ordinance No. 19-09-01 Compensation of all Officers and Employees – City Clerk, Jessie Faber read the first reading of Ordinance No. 19-09-01 “AN ORDINANCE FOR THE COMPENSATION OF ALL OFFICERS AND EMPLOYEES OF THE CITY OF GRANT FOR THE BUDGET YEAR OF OCTOBER 1, 2019 THROUGH SEPTEMBER 30, 2020; REPEALING ALL OTHER CONFLICTING ORDINANCES INCLUDING ORDINANCE NO. 19-08-01 AND CONFLICTING SECTIONS OF ORDINANCES; AND PROVIDING FOR THE EFFECTIVE DATE.”

A motion was made by Brueggeman to waive the three readings on Ordinance 19-09-01 Compensation of all Officers and Employees and seconded by Petersen.

Roll call vote:  Yeas – Bishop, Brueggeman & Petersen. Nays – Greenwood.  Motion carried.

A motion was made by Brueggeman to approve Ordinance 19-09-01 Compensation of all Officers and Employees and seconded by Bishop.

Action on Mayoral Appointment – CRA Board – James Brueggeman – A motion was made by Petersen to approve the Mayoral appointment of James Brueggeman to the CRA Board term ending 12/2021 and seconded by Bishop.

Roll call vote:  Yeas – Bishop, Greenwood & Petersen. Nays – none.  Abstain – Brueggeman. Motion carried.

 

Action on Resolution 19-09-05 Approving ATV, UTV and GOLF CAR VEHICLE Permit Fees – A motion was made by Brueggeman to approve Resolution 19-09-05 Approving ATV, UTV and Golf Car Vehicles Permit Fees and seconded by Bishop.

Action on Standard Agreement for Professional Services with Miller & Associates Consulting Engineers, P.C. for a Project Generally Described as Municipal Swimming Pool Facility –A motion was made by Bishop approve the Standard Agreement for Professional Services with Miller & Associates Consulting Engineers, P.C. for a Project Generally Described as Municipal Swimming Pool Facility  and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:38 P.M.
