Council Minutes - January 25, 2022

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

January 25, 2022

 

                Council President Andrea Brueggeman convened a meeting of the Council of the City of Grant, Nebraska in open and public session on January 25, 2022 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, January 19, 2022, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Council President Andrea Brueggeman announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman and Petersen.  Absent Council member Sims and Mayor Schmitt.  

Others present:  City Superintendent Edward Dunn, City Attorney Tawna Holmstedt, et al.

The motion was made by Bishop and seconded by Petersen to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Bishop to approve the minutes of the January 11, 2022 meeting as presented and waive the reading and seconded by Brueggeman.

Roll call vote:  Yeas – Bishop & Brueggeman. Nays – none.  Abstain – Petersen.  Motion failed.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed everyone on the upcoming deadlines for incumbents and new filers for election purposes.  He also gave a report on office closure and dates he will be out of the office.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – gave an update on the library board meeting. Council member, Sims – none.   City Superintendent, Dunn – gave an update on the airport board meeting, planning commission meeting and Community Redevelopment Authority meeting.

 

FINANCIALS – Acknowledged as received.

 

PUBLIC COMMENT – none.

 

*Public Hearing at 7:05 P.M. MT for the Purpose of Reviewing the LB 840 Citizen Advisory Review Committee's Six-Month Report* The hearing was opened by Council President, Brueggeman at 7:08 p.m.  Economic Development Director, Edward Dunn presented to the council the LB 840 Citizen Advisory Review Committee’s six month report and was open to public comments. 

The hearing was closed at 7:13 p.m.

 

UNFINISHED BUSINESS:

Action and Discussion on Ordinance No 21-12-01 An Ordinance Identifying the Boundaries of the Corporate Limits for the City of Grant; Providing for the Filing at the Register of Deeds Office for Perkins County, Nebraska (3rd Reading) – City Superintendent, Edward Dunn read the third reading of Ordinance No. 21-12-01 “An Ordinance Identifying the Boundaries of the Corporate Limits for the City of Grant; Providing for the Filing at Register of Deeds Office for Perkins County, Nebraska, Repealing all Resolutions or Ordinances in Conflict; and Stating the Date the Ordinance Becomes Effective.”

A motion was made by Brueggeman to table the action on Ordinance No 21-12-01 to the February 8, 2022 meeting and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried

 

Review and Discussion on City of Grant Comprehensive Plan Update – The Council reviewed and discussed the City of Grant Comprehensive Plan Update.  No Action Taken.

 

NEW BUSINESS:

Action and Discussion on Mayoral Appointment – Library Board – Renae Bottom – A motion was made by Bishop to accept the Mayoral appointment of Renae Bottom to the Library Board term ending 12/2026 and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Employee Benefits – Health Insurance Renewal (Benefit Management) – Dan Duren with Benefit Management was present via videoconference to answer any questions the Council had on the health insurance plans.  A motion was made by Brueggeman to table this agenda item to the February 8, 2022 meeting and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried

 

Action and Discussion on Approval of Contract for Engineering Services with T.C. Engineering Inc. Related to 2022 City of Grant Water Improvements Project – A motion was made by Bishop to approve the contract for engineering service with T.C. Engineering Inc. for 2022 City of Grant Water Improvement Project and allowing the Mayor to sign and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried

 

Action on Bills & Claims – AFLAC, employee benefits – 178.64; Black Hills Energy, utilities – 1,158.78; Country Supply, supplies – 239.04; Goff Services LLC, capital outlay – 1,784.69; Grant Tribune-Sentinel, advertising – 137.25; League of NE Municipalities, dues & training – 1131.00; MEAN, transmission charge – 108,263.44; Midwest Electric, O & M Charge & Utilities – 17,067.10; Nebraska Statewide Arboretum, dues – 83.34; Nebraska Truck Center, Inc., supplies – 39.66; NMC, Inc., supplies – 310.25; O’Donnell & Holmstedt, P.C., L.L.O., professional services – 4,025.00; Perkins County Chamber of Commerce, dues – 275.00; Principal Life Insurance Company, employee benefits – 169.05; T.C. Engineering Inc., capital outlay – 8,940.00; Western Resources Group, contract labor – 320.00; American Funds, retirement –1180.23; Nebraska Department of Revenue, sales tax – 7,995.61; United States Treasury, federal tax withholding – 2,746.68; Overtime Wages 1/2-1/15 – 193.23. Total Bills and Claims $156,237.99.

 

The motion was made by Petersen and seconded by Brueggeman to approve the Bills and Claims in the amount of $156,237.99.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Bishop, Brueggeman & Petersen reviewed the bills and claims prior to the meeting.

 

Council President Andrea Brueggeman adjourned this meeting of the Grant City Council at 7:30 P.M.
