Council Minutes - August 8, 2023

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

August 8, 2023

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on August 8, 2023 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, August 3, 2023, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Petersen, Sims and Mayor Schmitt. 

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Bishop to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Petersen to approve the minutes of the July 24, 2023 meeting as presented and waive the reading and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the library board will meet tomorrow at 5:15 p.m., the tree board will meet on August 15th at 4:00 p.m., the budget workshop is scheduled for August 21st at 7:00 p.m., our next Council meeting will be held August 22nd at 7:00 p.m.,  and the Public Hearing on the Budget is planned for August 30th at 7:00 p.m. or on our back up date of September 6th at 7:00 p.m. Dunn stated that Cruise Night had to be postponed due to inclement weather and is scheduled for August 11th with the meal beginning at 6:00 p.m. and cruise following at 7:00 p.m.  Dunn also gave an update on our ISO inspection for the water system.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – gave an update on the tree board meeting.  Council member, Sims – none. City Superintendent, Dunn – gave an update on the Community Redevelopment Authority (CRA) meeting, the planning commission meeting, and the cemetery board meeting.

 

ENFORCEMENT, SHERIFF & WATER REPORTS – Acknowledged as received.

 

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

UNFINISHED BUSINESS:

Action and Discussion on Ordinance No. 23-07-01, an Ordinance for the Compensation of All Officers and Employees of the City of Grant for the Fiscal Year October 1, 2023, Through September 30, 2024; Repealing all Other Conflicting Ordinances and Conflicting Sections of Ordinances; and Providing for the Effective Date. (3rd Reading) – City Clerk, Jessie Faber read the third reading of Ordinance No.

23-07-01 “An Ordinance for the Compensation of all Officers and Employees of the City of Grant for the Fiscal Year October 1, 2023, Through September 30, 2024; Repealing all Other Conflicting Ordinances and Conflicting Sections of Ordinances; and Providing for the Effective Date.”

A motion was made by Sims to table Ordinance No. 23-07-01, “an Ordinance for the Compensation of All Officers and Employees of the City of Grant for the Fiscal Year October 1, 2023, Through September 30, 2024; Repealing all Other Conflicting Ordinances and Conflicting Sections of Ordinances; and Providing for the Effective Date.”  to the August 22nd meeting and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

NEW BUSINESS:

Action and Discussion on Request to be Placed on the Agenda – Marlin Wendell – Discussion with Mayor, Council, and West Central Nebraska Development District on the Nuisance Ordinance Process – A motion was made by Brueggeman to table the request to be placed on the agenda – Marlin Wendell – discussion with Mayor, Council, and West Central Nebraska Development District on the Nuisance Ordinance Process to the August 22nd meeting and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Library FY 23-24 Budget Presentation – Library President, Ashley Colglazier, presented the updated budget and answered questions that the Council had on the budget. 

A motion was made by Brueggeman to go into executive session due to personnel and to include the Council Members, Mayor, and City Attorney, and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

Entered Executive Session at 7:19 pm.

Exited Executive Session at 8:19 pm.

A motion was made by Sims to come out of executive session and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Bishop to table the approval of the Library FY 23-24 Budget to the August 22nd meeting and reduce the franchise fees from $126,963.00 to $126,079.00 and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

Action and Discussion on Cemetery FY 23-24 Budget Presentation –A motion was made by Petersen to approve the Cemetery FY 23-24 Budget as presented and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Grant Community Redevelopment Authority FY 23-24 Budget Presentation –A motion was made by Bishop to approve the Grant Community Redevelopment Authority FY 23-24 Budget as presented and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on FY 23-24 Budget Worksheets – Discussion took place on the FY 23-24 Budget Worksheets.  No Action Taken.

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 9:12 P.M.
