CITY OF GRANT, NEBRASKA

July 24, 2023

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on July 24, 2023 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, July 20, 2023, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Petersen, Sims and Mayor Schmitt. 

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Bishop and seconded by Petersen to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Bishop to approve the minutes of the June 26, 2023 meeting as presented and waive the reading and seconded by Brueggeman.

Roll call vote:  Yeas – Bishop, Brueggeman & Petersen. Nays – none.  Abstain – Sims. Motion carried.

A motion was made by Petersen to approve the minutes of the July 10, 2023 meeting as presented and waive the reading and seconded Sims.

Roll call vote:  Yeas – Bishop, Brueggeman & Sims. Nays – none.  Abstain – Petersen. Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the Community Redevelopment Authority (CRA) will meet August 4th at noon, the planning commission will meet on August 8th at noon, and the cemetery board will meet on August 8th at 5:15 p.m. Dunn gave updates on the street improvement project and downtown revitalization project.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – gave an update on the park and recreation advisory committee meeting . Council member, Brueggeman –gave an update on the tree board meeting. Council member, Sims – none. City Superintendent, Dunn – gave an update on the cemetery board meeting.

 

FINANCIALS – Acknowledged as received.

 

*Public Hearing at 7:05 P.M. MT for the Purpose of Reviewing the LB 840 Citizen Advisory Review Committee's Six-Month Report* The hearing was opened by Mayor, Schmitt at 7:13 p.m.  Economic Development Director, Edward Dunn presented to the council the LB 840 Citizen Advisory Review Committee’s six month report and was open to public comments. 

The hearing was closed at 7:14 p.m.

Action and Discussion on Municipal Rates and Fees – The municipal rates and fees were reviewed.  A motion was made by Sims to accept the Municipal Rates and Fees as presented and seconded by Petersen.

Action and Discussion on Library Budget Presentation – Library President, Ashley Colglazier, Library Director, Robin Quinn and Library Assistant, Val Foster presented the budget and answered questions that the Council had on the budget.  A motion was made by Sims to give the Library $126,963.32 in franchise fees and also to make no change in the amount given to the Cemetery in the franchise fees, but to zero out the Street franchise fees and seconded by Brueggeman.

The Mayor stated the Council will take a 5 minute recess.

 

Action and Discussion on Setting a Date, Time, and Place for a Budget Workshop on the Proposed FY 2023-2024 – A motion was made by Brueggeman set a Budget Workshop for August 21st at 7:00 p.m. and seconded by Bishop.
