COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

July 10, 2023

 

                Council President Andrea Brueggeman convened a meeting of the Council of the City of Grant, Nebraska in open and public session on July 10, 2023 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice,

July 6, 2023, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.

Council President Andrea Brueggeman announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, and Sims. Absent: Council member: Petersen, and Mayor Schmitt. 

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Bishop and seconded by Sims to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Bishop to approve the minutes of the June 26, 2023 meeting as presented and waive the reading and seconded by Brueggeman.

Roll call vote:  Yeas – Bishop & Brueggeman. Nays – none.  Abstain – Sims. Motion failed.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the cemetery board will meet tomorrow at 5:15 p.m., the library board will meet July 12th at 5:15 p.m., and the park and recreation advisory committee will meet July 24th at 6:00 p.m. Dunn gave updates on the downtown revitalization project and the street improvement projects.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – gave an update on the tree board meeting.  Council member, Sims – none.

 

ENFORCEMENT, SHERIFF & WATER REPORTS – Acknowledged as received.

 

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

Action and Discussion on Ordinance 23-06-01, an Ordinance by the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending the Revised Municipal Code of the City of Grant, Perkins County, Nebraska (Ordinance No. 18-11-01) by Adding a New Section in Chapter 3 – Misdemeanors; Article 1 – General Misdemeanors, Labeled, Section 3-105: Quit Hours, and Renumbering the Remaining Sections, Et Al. (2nd Reading) – City Clerk, Jessie Faber read the second reading of Ordinance No. 23-06-01 “An Ordinance by the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending the Revised Municipal Code of the City of Grant, Perkins County, Nebraska (Ordinance No. 18-11-01) by Adding a New Section in Chapter 3 – Misdemeanors; Article 1 – General Misdemeanors, Labeled, Section 3-105: Quit Hours, and Renumbering the Remaining Sections, Et Al.”

 

Action and Discussion on Ordinance No. 23-06-02, an Ordinance by the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending Section 1-306 – Place, Day, Time; Quorum of Article 3 – Meetings of Chapter 1 – Civil Administration of the City of Grant Revised Municipal Code – Changing the Regular Meeting Day From the 2nd and 4th Monday to the 2nd and 4th Tuesday of the Month; Repealing all Ordinances or Parts of Ordinances in Conflict Herewith; and Providing When This Ordinance is in Full Force and Effect (2nd Reading) – City Clerk, Jessie Faber read the second reading of Ordinance No. 23-06-02 “An Ordinance by the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending Section 1-306 – Place, Day, Time; Quorum of Article 3 – Meetings of Chapter 1 – Civil Administration of the City of Grant Revised Municipal Code – Changing the Regular Meeting Day From the 2nd and 4th Monday to the 2nd and 4th Tuesday of the Month; Repealing all Ordinances or Parts of Ordinances in Conflict Herewith; and Providing When This Ordinance is in Full Force and Effect.”

Action and Discussion on Ordinance No. 23-07-01, an Ordinance for the Compensation of All Officers and Employees of the City of Grant for the Fiscal Year October 1, 2023, Through September 30, 2024; Repealing all Other Conflicting Ordinances and Conflicting Sections of Ordinances; and Providing for the Effective Date. (1st Reading) – City Clerk, Jessie Faber read the first reading of Ordinance No.

23-07-01 “An Ordinance for the Compensation of all Officers and Employees of the City of Grant for the Fiscal Year October 1, 2023, Through September 30, 2024; Repealing all Other Conflicting Ordinances and Conflicting Sections of Ordinances; and Providing for the Effective Date.”

 

Discussion on Capital Improvement Plan for FY 23-24 and Future – Discussion took place on possible options for capital improvement projects for the FY 2023-2024 budget and future. No Action Taken.

The motion was made by Bishop and seconded by Sims to approve the Bills and Claims in the amount of $80,780.26.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Bishop, Brueggeman, and Sims reviewed the bills and claims prior to the meeting.

 

Council President Andrea Brueggeman adjourned this meeting of the Grant City Council at 7:37 P.M.
