CITY OF GRANT, NEBRASKA

June 26, 2023

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on June 26, 2023 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, June 15, 2023 and June 22, 2023, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Petersen, and Mayor Schmitt.  Absent Council member: Sims.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Petersen to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Petersen to approve the minutes of the June 12, 2023 meeting as presented and waive the reading and seconded Brueggeman.

COMMUNICATIONS:  City Superintendent, Edward Dunn gave updates on the downtown revitalization project, street project, and water project.  Dunn stated the Annual 4th of July event sponsored by the Perkins County Chamber will be in the City Park on the 4th of July.  Dunn also informed the Council he would be attending the NCMA Summer Conference at the end of this week.

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman –gave an update on the library board meeting. Council member, Sims – none.

Action and Discussion on Compensation of All Officers and Employees of the City of Grant for the 2023-2024 Fiscal Year – A motion was made by Bishop to increase compensation for all City Employees except the Mayor and Council by 4% and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Bishop to increase the Mayor by $500.00 to $3,500.00 annually and the Council Members by $500.00 to $2,500.00 annually and seconded by Petersen.

Action and Discussion on Setting a Date, Time, and Place for a Public Hearing on the Proposed 2023-2024 Budget Statement as Referenced by LB 148, Effective November 2020 and Setting an Alternate Date, Time, and Place for Said Hearing – Discussion took place on the changes that the City will need to comply with from the current Legislative session to changes made from the original LB 148 that took effect November of 2020. A date, time and place for the public hearing on the proposed 2023-2024 budget statement and alternate date, time and place was discussed.  No Action Taken.
