COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

June 12, 2023

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on June 12, 2023 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, May 31, 2023, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Petersen, Sims, and Mayor Schmitt. 

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Bishop to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Petersen to approve the minutes of the May 8, 2023 meeting as presented and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – Bishop, Brueggeman, & Petersen. Nays – none.  Abstain – Sims. Motion carried.

A motion was made by Sims to approve the minutes of the May 22, 2023 meeting as presented and waive the reading and seconded by Petersen.

Roll call vote:  Yeas – Petersen & Sims. Nays – none.  Abstain – Bishop & Brueggeman. Yea – Mayor Schmitt. Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the cemetery board will meet tomorrow at 5:15 p.m., the library board will meet June 14th at 5:15 p.m., and the tree board will meet June 27th at 4:00 p.m. Dunn let everyone know a Cemetery Assistant has been hired to help with weedeating at the cemetery and also a custodian has accepted the position. Dunn gave updates on the downtown revitalization project and announced the water project construction has been completed. 

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman –none.  Council member, Sims – none. City Superintendent, Dunn – gave an update on the library board special meeting on the budget, which quorum was not present and they will discuss at the regular library board meeting. 

 

ENFORCEMENT, SHERIFF & WATER REPORTS – Acknowledged as received.

 

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

 

PUBLIC COMMENT – none.

 

UNFINISHED BUSINESS:

Action and Discussion on an Ordinance 23-05-01 by the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending the Revised Municipal Code of the City of Grant, Perkins County, Nebraska (Ordinance No. 18-11-01) by Adding a New Subparagraph (D) in Chapter 7 – Public Utilities; Article 2 – Water Department; Section 7-216: Unsafe Connection Prohibited; Backflow Prevention Devices Required (1st Reading) – City Clerk, Jessie Faber read the second reading of Ordinance No. 23-05-01 “An Ordinance by the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending the Revised Municipal Code of the City of Grant, Perkins County, Nebraska (Ordinance No. 18-11-01) by Adding a New Subparagraph (D) in Chapter 7 – Public Utilities; Article 2 – Water Department; Section 7-216: Unsafe Connection Prohibited; Backflow Prevention Devices Required”

 

NEW BUSINESS:

Special Recognition for Jessie Faber – City Clerk/Treasurer (15 Years) – City Superintendent, Dunn, gave an employee recognition speech and the City Superintendent and Mayor presented Jessie Faber with years of services award.

 

Action and Discussion on Resolution No. 23-06-01 Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Accepting Fair Parade Duties set Forth in Neb. Rev. Stat. §39-1359 – A motion was made by Bishop to approve Resolution No. 23-06-01 Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Accepting Fair Parade Duties set Forth in Neb. Rev. Stat. §39-1359 and authorize the Mayor and City Clerk to sign and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Discussion on Grant Revised Municipal Code Regarding Excessive Noise – The council discussed different options to include in a revised municipal code change addressing excessive noise. No Action Taken.

The motion was made by Petersen and seconded by Sims to approve the Bills and Claims in the amount of $375,021.11.

Bishop, Brueggeman, Petersen and Sims reviewed the bills and claims prior to the meeting.

 

Executive Session – A motion was made by Bishop to go into executive session due to potential litigation and to include the Council Members, Mayor, , City Attorney, City Clerk, City Superintendent, Amber Kuskie with West Central Nebraska Development District, and Sheriff Brueggeman and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

Entered Executive Session at 7:39 pm.

Exited Executive Session at 8:17 pm.

A motion was made by Brueggeman to come out of executive session and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 8:18 P.M.
