CITY OF GRANT, NEBRASKA

May 22, 2023

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on May 22, 2023 at 7:01 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, May 17, 2023, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Petersen, Sims, and Mayor Schmitt.  Absent Council member: Bishop, Brueggeman.

Others present:  City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Petersen and seconded by Sims to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Yea – Mayor Schmitt.  Motion carried.

A motion was made by Petersen to approve the minutes of the May 8, 2023 meeting as presented and waive the reading and seconded by Mayor Schmitt.

Roll call vote:  Yeas – Petersen. Nays – none. Abstain – Sims. Yea – Mayor Schmitt.  Motion failed.

 

COMMUNICATIONS:  Mayor, Schmitt stated the communications where included in the Council packet, which a copy of the packet was included in the binder in the Council Chambers.

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman –none. Council member, Sims – none.

Action and Discussion on Approval of Agreement of Professional Services Between Miller and Associates Consulting Engineers, P.C. and the City of Grant for the Rewrite/Revisions to the City of Grant Zoning Ordinance and Subdivision Code – A motion was made by Sims to approve the Agreement of Professional Services Between Miller and Associates Consulting Engineers, P.C. and the City of Grant for the Rewrite/Revisions to the City of Grant Zoning Ordinance and Subdivision Code and authorize the Mayor to sign and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Yea – Mayor Schmitt.  Motion carried.

 

Action and Discussion on Interlocal Agreement for Law Enforcement Services Between Perkins County  and the City of Grant – A motion was made by Petersen to approve the Interlocal Agreement for Law Enforcement Services Between Perkins County  and the City of Grant and authorize the Mayor to sign and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none.  Yea – Mayor Schmitt.  Motion carried.

 

Action and Discussion on an Ordinance by the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending the Revised Municipal Code of the City of Grant, Perkins County, Nebraska (Ordinance No. 18-11-01) by Adding a New Subparagraph (D) in Chapter 7 – Public Utilities; Article 2 – Water Department; Section 7-216: Unsafe Connection Prohibited; Backflow Prevention Devices Required (1st Reading) – City Clerk, Jessie Faber read the first reading of Ordinance No. 23-05-01 “An Ordinance by the Mayor and Council of the City of Grant, Perkins County, Nebraska, Amending the Revised Municipal Code of the City of Grant, Perkins County, Nebraska (Ordinance No. 18-11-01) by Adding a New Subparagraph (D) in Chapter 7 – Public Utilities; Article 2 – Water Department; Section 7-216: Unsafe Connection Prohibited; Backflow Prevention Devices Required”

 

Action and Discussion on Request to be Placed on the Agenda submitted by John Sauers – the Agenda Topic/Description is Noise Ordinance – John Sauers presented his request for a possible change to the noise ordinance. No Action Taken.

 

Action and Discussion on Presentation by Hometown Agency for 2023-2024 Insurance – Jeff Skeels – Jeff Skeels from Hometown Agency presented an overview of the insurance policy and changes made or options that the City could still make to the policy and answered any questions. Petersen moved to accept the proposed 2023-2024 insurance with Hometown Agency and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none.  Yea – Mayor Schmitt.  Motion carried.

The motion was made by Sims and seconded by Petersen to approve the Bills and Claims in the amount of $395,121.88.

Petersen & Sims reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:58 P.M.
