COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

January 10, 2023

 

                Council President Andrea Brueggeman convened a meeting of the Council of the City of Grant, Nebraska in open and public session on January 10, 2023 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, January 4, 2023, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.

Council President Andrea Brueggeman announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, and Petersen.  Absent Council member:  Sims & Mayor Schmitt. 

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Bishop and seconded by Petersen to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Petersen to approve the minutes of the November 22, 2022 meeting as presented and waive the reading and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Brueggeman to approve the minutes of the December 13, 2022 meeting as presented and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the cemetery board meeting was continued to Friday at 12:00 p.m., the planning commission will meet on January 24th at 9:00 a.m. and the parks and recreation advisory committee will meet January 30th at 6:00 p.m.  Dunn will be attending NMPP/MEAN meetings in Kearney next week. Dunn gave updates on the snow storm clean up and training the new public works employee is attending.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman –none. Council member, Sims – none.  City Superintendent, Dunn – gave an update on the Community Redevelopment Authority meeting, airport advisory board meeting & citizens advisory review board meeting.

 

 *Public Hearing at 7:05 P.M. MT for the Purpose of Reviewing the LB 840 Citizen Advisory Review Committee's Six-Month Report* The hearing was opened by Council President, Brueggeman at 7:05 p.m.  Economic Development Director, Edward Dunn presented to the council the LB 840 Citizen Advisory Review Committee’s six month report and was open to public comments. 

The hearing was closed at 7:10 p.m.

 

ENFORCEMENT, SHERIFF & WATER REPORTS – Acknowledged as received.

                                   

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

UNFINISHED BUSINESS:

Action and Discussion on Ordinance 22-12-01, An Ordinance Amending Section 1-306 – Place, Day, Time; Quorum of Article 3 – Meetings of Chapter 1 – Civil Administration of the City of Grant Revised Municipal Code – Changing the Regular Meeting Day From the 2nd and 4th Tuesday to the 2nd and 4th Monday of the Month – City Clerk, Jessie Faber read the second reading of Ordinance No. 22-12-01 “ An Ordinance of the City of Grant, Perkins County, Nebraska, Amending Section 1-306 – Place, Day, Time; Quorum of Article 3 – Meetings of Chapter 1 – Civil Administration of the City of Grant Revised Municipal Code – Changing the Regular Meeting Day From the 2nd and 4th Tuesday to the 2nd and 4th Monday of the Month; Repealing all Ordinances or parts of Ordinances in Conflict Herewith; and Providing When This Ordinance is in Full Force and Effect.”

 

NEW BUSINESS:

Action and Discussion on Ordinance No. 23-01-01 Compensation of All Officers and Employees – City Clerk, Jessie Faber read the first reading of Ordinance No. 23-01-01 “An Ordinance for the Compensation of all Officers and Employees of the City of Grant for the Fiscal Year October 1, 2022 through September 30, 2023; Repealing all Other Conflicting Ordinances and Conflicting Sections of Ordinances; and Providing for the Effective Date.”

 

Action and Discussion on Approval of Rehiring of Retired Employee Gary Beckler – A motion was made by Petersen to approve the rehiring of retired employee Gary Beckler and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action and Discussion on Request of the Grant Community Redevelopment Authority for the City to Extend the Water Main from 8th St. and Elm Ave. South to 7th St. then East approximately 700 Ft. then South again approximately 300 Ft. – The Council discussed the request from the Grant Community Redevelopment Authority.  No Action Taken.

 

Action and Discussion on Resolution No. 23-01-01 Resolution by the Mayor and Council of the City of Grant, Perkins County, Nebraska to Establish when the City of Grant, Perkins County, Nebraska was Officially Incorporated – A motion was made by Bishop to approve Resolution No. 23-01-01 Resolution by the Mayor and Council of the City of Grant, Perkins County, Nebraska to Establish when the City of Grant, Perkins County, Nebraska was Officially Incorporated February 21, 1888 and seconded by Petersen.

 Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The Resolution will be published in pamphlet form.

The motion was made by Brueggeman and seconded by Bishop to approve the Bills and Claims in the amount of $334,187.50.

Bishop, Brueggeman, & Petersen reviewed the bills and claims prior to the meeting.

 

Council President Andrea Brueggeman adjourned this meeting of the Grant City Council at 7:38 P.M.
