COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

November 24, 2020

 

Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on November 24, 2020 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, November 18, 2020, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman and Mayor Schmitt.  Absent Council members: Greenwood & Petersen

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Bishop to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Yea - Mayor Schmitt. Motion carried.

A motion was made by Brueggeman to approve the minutes of the November 10, 2020 meeting and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Yea - Mayor Schmitt. Motion carried.

                                   

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council that the rest of the Christmas lights were put up and has received a lot of complements on them.  Dunn gave an update on the intersection project and stated all them are open at this time.  The newspaper had an article in the last paper about the damage to the intersection.  CSC Construction will come back when they have time in the schedule to replace the damaged sections.  Dunn also updated the Council on the excess property from the last meeting.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – none. Council member, Greenwood – none. City Superintendent, Dunn – gave an update on the library board meeting and stated the tree board cancelled their meeting due to the health department risk dial being elevated into the red.

 

FINANCIALS – Acknowledged as received.

 

PUBLIC COMMENT – none.

 

UNFINISHED BUSINESS:

Action and Discussion on Placing Stop Signs at Intersections of Concern within Grant Corporate Limits – A motion was made by Bishop to table action and discussion on placing stop signs at intersections of concern within Grant Corporate limits to the January 26, 2021 meeting and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Yea - Mayor Schmitt. Motion carried.

 

Action and Discussion on Resolution 20-11-02 Resolution Placing a 4-Way Stop at the Intersection of West 5th Street and Sherman Ave – No Action Taken.

 

NEW BUSINESS:

Action and Discussion on City Attorney Contract – Tawna Holmstedt – A motion was made by Brueggeman to accept the City Attorney Contract with Tawna Holmstedt and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Yea - Mayor Schmitt. Motion carried.

 

Action and Discussion on Resolution 20-11-04 Resolution Adopting and Approving the Execution of an Agency Agreement with Nebraska Department of Transportation, Aeronautics Division for Grant No. 3-31-0035-010-2021 to be Submitted by the Department to the Federal Aviation Administration to Obtain Federal Assistance for the Development of the Airport – A motion was made by Brueggeman to approve Resolution 20-11-04 Resolution Adopting and Approving the Execution of an Agency Agreement with Nebraska Department of Transportation, Aeronautics Division for Grant No. 3-31-0035-010-2021 to be Submitted by the Department to the Federal Aviation Administration to Obtain Federal Assistance for the Development of the Airport and seconded by Bishop.

RESOLUTION NO. 20-11-04

RESOLUTION ADOPTING AND APPROVING THE EXECUTION OF AN AGENCY AGREEMENT WITH NEBRASKA DEPARTMENT OF TRANSPORTATION, AERONAUTICS DIVISION FOR GRANT NO. 3-31-0035-010-2021 TO BE SUBMITTED BY THE DEPARTMENT TO THE FEDERAL AVIATION ADMINISTRATION TO OBTAIN FEDERAL ASSISTANCE FOR THE DEVELOPMENT OF THE AIRPORT

Roll call vote:  Yeas – all present. Nays – none.  Yea - Mayor Schmitt. Motion carried.

The motion was made by Brueggeman and seconded by Bishop to approve the Bills and Claims in the amount of $407,816.44.

Roll call vote:  Yeas – all present. Nays – none.  Yea - Mayor Schmitt. Motion carried.

 

Bishop & Brueggeman reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:41 P.M.
