section 2-901:  board members; terms

    The Airport Advisory Committee shall consist of five members who shall be appointed by the mayor with the approval of the City Council.  The members shall be residents of the city and shall serve without compensation.  All appointed members shall preferably have knowledge of aviation (though not absolutely required) and be active in airport activities.  The terms of each of the appointees shall be three years.  In the event that a vacancy occurs during the term of any member, his or her successor shall be appointed for the unexpired portion of the term.  The committee shall choose its own officers, make its own rules and regulations, and keep a record of minutes of its proceedings.  A current copy of the committee’s rules and regulations shall be kept in the office of the city clerk.

    A. The Airport Advisory Committee shall have no fiscal responsibility or other duties except for advisement to the City Council.

    B. The committee will investigate, provide assistance and make recommendations to the city superintendent and airport manager regarding supplemental funding from sources such as grants, loans and donations.

    C. The committee shall study, investigate, counsel, develop, update and administer a written plan for the care, improvements, updating Fixed Base Operator (FBO) contracts, finances, and management of the Grant Municipal Airport.  The plan shall be presented annually to the City Council.  Upon the council’s acceptance and approval, the plan shall constitute the official comprehensive city airport plan.  

    D. The committee shall coordinate with the city superintendent and airport manager to ensure this article and any other city ordinance(s) of contracts which pertain to the airport are enforced.

    E. The committee, when requested by the council, shall consider, investigate, make findings, report and recommend upon any special matter or question coming within the scope of its work.
