Council Minutes - January 28, 2020

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

January 28, 2020

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on January 28, 2020 at 7:00 p.m.  Notice of this continued meeting was given by posting a notice at the City’s designated locations for giving notice, January 22, 2020, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Greenwood, Petersen and Mayor Schmitt.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Petersen to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Petersen to approve the minutes of the January 14, 2020 meeting and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of upcoming board meetings, the planning commission will meet on January 31st at Noon and will also be holding a hearing on the general redevelopment plan for redevelopment area 2. The park and rec board will meet on February 5th at 6:00 p.m.  Dunn gave an update on the airport symposium and MEAN meeting which he attended on the January 22nd & 23rd.  Dunn informed the Council that FES every two years can update our website and this has recently been completed.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – gave an update on the park & rec board meeting. Council member, Brueggeman – gave an update on the tree board meeting & Library board meeting. Council member, Greenwood – gave an update on the C.R.A. board meeting.

 

PUBLIC HEARING ON BLIGHT AND SUBSTANDARD STUDY AT 7:05 PM – The hearing was opened by Mayor Schmitt at 7:10 p.m.  Bobbi Pettit from Five Rule Rural Planning, presented the Bight and Substandard Study. Discussion and public comments on the Blight and Substandard Study took place.  The hearing was closed at 7:30 p.m.

 

NEW BUSINESS:

Action and Discussion on Proposed and Blight and Substandard Study (Bobbi Pettit) –A motion was made by Brueggeman to accept the Proposed Blight and Substandard Study for Area 2 and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

 

ENFORCEMENT, LOTTO, SHERIFF, & WATER REPORTS – No reports.

 

FINANCIALS – Acknowledged as received.

Action and Discussion on Approval of Transfer of Tobacco License # 52 –A motion was made by Petersen to approve the Transfer of Tobacco License #52 from DJ’s Bar & Grill to Uninix LLC dba DJ’s Bar & Grill and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action on Bills and Claims –  AFLAC, employee benefits – 243.04; Blue Cross Blue Shield of NE, employee benefits – 5,460.12; Edward Dunn, dues & training – 189.75; ISG-Team, Inc., capital outlay – 2,600.00; MEAN, transmission charge – 114,156.19; Municipal Code Services, code maintenance – 500.00; Nebraska Aviation Council, dues & training – 105.00; Nebraska Municipal Clerk Institute, dues & training – 223.00; Nebraska Public Health Environmental, lab & well tests – 30.00; Pinnacle Bank/Visa, capital outlay, capital outlay, dues & training, postage, & supplies– 1,935.67; Principal Life Insurance Company, employee benefits – 138.30; R & T Tire Service, Inc., supplies & repairs – 60.00; Sandhills State Bank, employee benefits – 437.50; Brennan Toner, utilities refund – 5.90; Western Resources Group, contract labor – 320.00; American Funds, retirement – 858.82; Nebraska Department of Aeronautics, beacon expense – 160.00; Nebraska Department of Revenue, sales tax – 10,667.38; United States Treasury, federal tax withholding – 3,061.44; Overtime Wages 1/1-1/15 – 485.30. The motion was made by Brueggeman and seconded by Petersen to approve the Bills and Claims in the amount of $141,637.41.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Bishop, Brueggeman, Greenwood & Petersen reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:41 P.M.
