COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

May 14, 2019

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on May 14, 2019 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, May 8, 2019, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Greenwood and Mayor Schmitt.   

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Greenwood to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Brueggeman to approve the minutes of the April 23, 2019 meeting and waive the reading and seconded by Greenwood.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS: City Superintendent, Edward Dunn informed the Council of upcoming board meetings, the tree board will meet May 21st at 4:00 pm.  The City offices will be closed on May 27th to observe Memorial Day. Dunn let the council know that the Memorial Day service at the Fairview Cemetery will be at 10:00 am.  Dunn also informed the Council that the Street bids will be opened on May 23rd at 4:00pm and will be presented to the Council at the May 28th meeting.  Dunn gave an update on the Park and Rec meeting that was held on May 6th, which had information about the City summer ball program.  Dunn reminded members of the Council to please bring their code book, so that it may be updated and to also return the old code book and working draft of the current code book. Dunn thanked the members that had already gotten this accomplished.

 

STANDING COMMITTEE REPORTS: 

Council member, Bishop – none. Council member, Brueggeman – none. Council member, Greenwood – gave an update on the CRA meeting.

                                                                                                                        

ENFORCEMENT, WATER, LOTTERY & SHERIFF’S REPORTS – Acknowledged as received.

 

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

NEW BUSINESS:            

Action on Mayoral Appointment to Fill Vacant City Council Seat – Mayor, Schmitt did not recommend an appointment at this time.  No Action Taken.  City Attorney, Holmstedt did address some questions on how the vacancy would be filled this time due to the newly adopted City Code that was updated to the current State Statues.

 

 

Action on Resolution 19-05-01 Appointing City of Grant MEAN Representatives – A motion was made by Brueggeman to approve Resolution 19-05-01 Appointing City of Grant MEAN Representatives: Appointment to the MEAN Board of Directors, Appointment to MEAN Management Committee, and Appointment to NMPP Members’ Council, Edward Dunn will be appointed as the Representative and Phil Calkins will be appointed as the Alternate Representative to these positions and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The Resolution will be published in pamphlet form.

The motion was made by Brueggeman and seconded by Bishop to approve the Bills and Claims in the amount of $175,294.02.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Bishop, Brueggeman & Greenwood reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:31 P.M.
