CITY OF GRANT, NEBRASKA

April 23, 2019

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on April 23, 2019 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, April 17, 2019, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Dunn, Greenwood and Mayor Schmitt.

Others present:  City Clerk/Treasurer Jessie Faber, City Attorney, Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Bishop to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Dunn to approve the minutes of the April 9, 2019 meeting and waive the reading and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Clerk/Treasurer, Jessie Faber informed the Council of upcoming board meetings, the CRA Board will meet on May 6th at noon, the Park and Rec Board will meet on May 6th at 6:30 pm, and the Library Board will meet on May 8th at 7:00 am.  The Tree Board will be meeting on Arbor Day to do activities with the 4th grade class at the elementary school and plant trees at the Park.  The City Offices will be closed on April 26th to observe Arbor Day.  Faber also informed the Council that Tom Werblow had the bid notice prepared for the street projects and advertising will begin on May 1st in the newspaper. The bids will be presented to the Council at the May 28th Council meeting.

 

STANDING COMMITTEE REPORTS: 

Council member, Dunn – gave an update on the Park and Rec Board meeting. Council member, Bishop – none. Council member, Brueggeman – gave an update on the Board of Health, the Library Board meeting and Tree Board meeting. Council member, Greenwood – none.

 

FINANCIALS – Acknowledged as received.

Action on Resolution 19-04-01 Accepting Fair Parade Duties– A motion was made by Dunn to approve Resolution 19-04-01 Accepting Fair Parade Duties and seconded by Brueggeman.

RESOLUTION ACCEPTING DUTIES SET FORTH IN NEB. REV. STAT. §39-1359

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The Resolution will be published in pamphlet form.

 

Action on General Aviation Appreciation Month 2019 Proclamation – A motion was made by Brueggeman to allow the Mayor to sign the General Aviation Appreciation Month 2019 Proclamation and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action on Bids Received for Sale of the Surplus Garbage Truck with Attachments – No bids were submitted.  No Action Taken.

 

Action on Sponsor Certification for Drug-Free Workplace – Project No. G01 (Installation of AWOS) – A motion was made by Dunn to accept the Sponsor Certification for Drug-Free Workplace– Project No. G01 (Installation of AWOS) and authorize the Mayor or City Clerk to sign all necessary documents and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action on Ordinance 19-04-01 Compensation of all Officers and Employees – City Clerk, Jessie Faber read the first reading of Ordinance 19-04-01 “AN ORDINANCE FOR THE COMPENSATION OF ALL OFFICERS AND EMPLOYEES OF THE CITY OF GRANT FOR THE BUDGET YEAR OCTOBER 1, 2018 THROUGH SEPTEMBER 30, 2019; REPEALING ALL OTHER CONFLICTING ORDINANCES AND CONFLICTING SECTIONS OF ORDINANCES; AND PROVIDING FOR THE EFFECTIVE DATE.”

A motion was made by Brueggeman to waive the three readings on Ordinance 19-04-01 and seconded by Bishop.

Roll call vote:  Yeas – Bishop, Brueggeman & Greenwood. Nays – none.  Abstain - Dunn.

Motion carried.

A motion was made by Brueggeman to approve Ordinance 19-04-01 Compensation of all Officers and Employees and seconded by Bishop.

Roll call vote:  Yeas – Bishop, Brueggeman & Greenwood. Nays – none.  Abstain - Dunn.

Motion carried.

Action on Mayoral Appointment – Cemetery Board – Dawnya Dreiling – A motion was made by Brueggeman to approve the Mayoral appointment of Dawnya Dreiling to the Cemetery Board term ending 12/2019 and seconded by Dunn.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action on Mayoral Appointment – City Superintendent – Edward Dunn – A motion was made by Brueggeman to approve the Mayoral appointment of Edward Dunn as the City Superintendent for the term ending 12/2019 and seconded by Greenwood.

Roll call vote:  Yeas – Bishop, Brueggeman & Greenwood. Nays – none.  Abstain - Dunn.

Motion carried.

 

Action on Mayoral Appointment – Airport Manager – Edward Dunn – A motion was made by Bishop to approve the Mayoral appointment of Edward Dunn as the Airport Manager for the term ending 12/2019 and seconded by Brueggeman.

Roll call vote:  Yeas – Bishop, Brueggeman & Greenwood. Nays – none.  Abstain - Dunn.

Motion carried.

 

 

 

Action on City Superintendent Contract – A motion was made by Greenwood to approve the City Superintendent Contract with Edward Dunn and seconded by Brueggeman.

Roll call vote:  Yeas – Bishop, Brueggeman & Greenwood. Nays – none.  Abstain - Dunn.

Motion carried.

 

Action on Resignation of Council Member, Edward Dunn – Council Member, Edward Dunn read his resignation letter to the Council resigning as a City Council Member.  A motion was made by Greenwood to accept the resignation of Edward Dunn as City Council Member and seconded by Bishop.

Roll call vote:  Yeas – Bishop, Brueggeman & Greenwood. Nays – none.  Abstain - Dunn.

Motion carried.

Council Member, Edward Dunn exited the meeting.

Mayor, Schmitt declared the position vacant and to have the City Clerk advertise for the vacant position according to City Ordinance and State Statue.

City Attorney, Holmstedt answered questions on how the position would be filled by City Code and State Statue and was also going to review again due to some questions addressed.

The motion was made by Brueggeman and seconded by Bishop to approve the Bills and Claims in the amount of $62,560.90.

Bishop, Brueggeman & Greenwood reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:49 P.M.
