COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
December 11, 2018
Mayor Michael Wyatt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on December 11, 2018 at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, December 5, 2018, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Michael Wyatt announced the posting of the Open Meetings Act and its location.
Roll call: Present Council members: Bishop, Brueggeman, Greenwood, Pierce and Mayor Wyatt.
Others present: City Clerk/Treasurer Jessie Faber, Attorney, Phil Pierce, et al.
The motion was made by Greenwood to approve the agenda with the clerical correction of adding Mayor in New Business Item A. and seconded by Brueggeman.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
A motion was made by Brueggeman to approve the minutes of the November 27, 2018 meeting and waive the reading and seconded by Greenwood.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
COMMUNICATIONS: City Clerk/Treasurer, Jessie Faber informed the Council of upcoming board meetings, the library board will meet tomorrow at 7:00 am, the tree board will meet next Tuesday at 4:00 pm and the CRA board meeting that was scheduled for next Monday has been cancelled. Mayor, Wyatt thanked everyone in the community for the support that was shown to him while he was on the City Council and as Mayor.
STANDING COMMITTEE REPORTS:
Council member, Pierce – gave an update on the Board of Health project and brought up an article on Land Banks that was published in the League of Nebraska Municipalities Nebraska Municipal Review. Council member, Bishop – none. Council member, Brueggeman – none. Council member, Greenwood – none.
WATER, ENFORCEMENT & LOTTERY REPORTS – Acknowledged as received.
FINANCIALS – Acknowledged as received.
UNFINISHED BUSINESS:
Action on Ordinance 18-11-01 Passage and Approval of Recodified Municipal Code Books – City Clerk, Jessie Faber read the second reading of Ordinance 18-11-01 “AN ORDINANCE OF THE CITY OF GRANT, NEBRASKA, RECODIFYING THE GENERAL ORDINANCES OF THE CITY; REPEALING PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.”
Action on Resolution 18-11-02 Directing the City Clerk to Cause the New Code to be Published in Book Form – No Action Taken.
NEW BUSINESS:
Swearing in of Newly Elected Mayor & Council Members – Mayor, Lisa Schmitt and Council Members Andrea Brueggeman & Edward Dunn read the Oath of Office. Mayor, Michael Wyatt & Council Member Darrell Pierce exited the meeting. Mayor, Lisa Schmitt and Council members Andrea Brueggeman and Edward Dunn entered the meeting.

Greenwood nominated Andrea Brueggeman as Council President and seconded by Bishop. A motion was made by Greenwood to approve the nomination of Andrea Brueggeman as Council President and seconded by Bishop.

Action on Sealed Bids for Sale of Garbage Truck with Attachments – No bids were submitted. No Action Taken.
Action on Resolution 18-12-01 Appointment of Nuisance Officer – CJ Poltack with West Central Nebraska Development District gave a brief overview of what they have been providing as the Nuisance Officer and answered any questions. A motion was made by Brueggeman to approve Resolution 18-12-01 appointing West Central Nebraska Development District as the 2019 Nuisance Officer and seconded by Bishop.
