COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

November 27, 2018

 

                Mayor Michael Wyatt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on November 27, 2018 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, November 21, 2018, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Michael Wyatt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Greenwood, Pierce and Mayor Wyatt.   

Others present:  City Clerk/Treasurer Jessie Faber, Attorney, Phil Pierce, et al.

The motion was made by Brueggeman and seconded by Bishop to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Greenwood to approve the minutes of the November 13, 2018 meeting and waive the reading and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Clerk/Treasurer, Jessie Faber informed the Council that no meetings are planned before the next Council meeting at this time.

 

STANDING COMMITTEE REPORTS: 

Council member, Pierce – gave an update on the Board of Health. Council member, Bishop – none. Council member, Brueggeman – gave an update on the Library board meeting. Council member, Greenwood – gave an update on the CRA board meeting.

NEW BUSINESS:

Action on Ordinance 18-11-01 Passage and Approval of Recodified Municipal Code Books – Jim McNally with Municipal Code Services presented to the Council the Recodified Municipal Code Book and answered questions from the Council.  City Clerk, Jessie Faber read the first reading of Ordinance 18-11-01 “AN ORDINANCE OF THE CITY OF GRANT, NEBRASKA, RECODIFYING THE GENERAL ORDINANCES OF THE CITY; REPEALING PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.”

A motion was made by Pierce to waive the three readings on Ordinance 18-11-01. The motion died due to lack of second.

 

Action on Resolution 18-11-02 Directing the City Clerk to Cause the New Code to be Published in Book Form – No Action Taken.

Action on Bills and Claims –  AFLAC, employee benefits – 255.90; MEAN, transmission charge – 104,318.32; Tanner Martin, refund – 75.00; Municipal Code Services, code maintenance – 4,500.00; Nebraska Department of Environmental Quality, water note payment  – 76,283.07; Principal Life Insurance Company, employee benefits – 115.25; Rose Equipment, Inc., supplies & professional services – 625.15; Sexson Farms, Inc., contract labor – 714.50; The Depository Trust Company, water bond interest payment – 1,075.75; The North Platte Telegraph, advertising – 1,216.90; TKO Pest Control, LLC, nuisance abatement – 75.00; Utility Service Co., Inc., water tower contract – 2,861.25; Western Resources Group, contract labor – 240.00; Western States Bank, employee benefits – 387.50; American Funds, retirement – 719.20; Nebraska Department of Revenue, sales tax – 7,996.73; United States Treasury, federal tax withholding – 2,412.34; Overtime Wages 11/1-11/15 – 290.39. Total Bills and Claims $204,162.25.

 

The motion was made by Greenwood and seconded by Brueggeman to approve the Bills and Claims in the amount of $204,162.25.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Brueggeman, Greenwood & Pierce reviewed the bills and claims prior to the meeting.

 

Mayor Michael Wyatt adjourned this meeting of the Grant City Council at 7:24 P.M.
