Council Minutes - November 13, 2018

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

November 13, 2018

 

                Mayor Michael Wyatt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on November 13, 2018 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, October 31, 2018, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Michael Wyatt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Greenwood, Pierce and Mayor Wyatt.  

Others present:  City Clerk/Treasurer Jessie Faber, Attorney, Phil Pierce, et al.

The motion was made by Greenwood and seconded by Brueggeman to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Greenwood to approve the minutes of the October 23, 2018 meeting and waive the reading and seconded by Pierce.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS: City Clerk/Treasurer, Jessie Faber informed the Council of upcoming board meetings, the library board will meet tomorrow at 7:00 am and the CRA board will meet on November 19th at noon.  Faber also informed the Council that the City office will be closed on Thanksgiving and the Day After Thanksgiving, so the Council packet will go out on Wednesday before Thanksgiving for the November 27th meeting.

WATER, ENFORCEMENT & LOTTERY REPORTS – Acknowledged as received.

 

FINANCIALS – Acknowledged as received.

 

UNFINISHED BUSINESS:

Action on Street Sweeper Bids – A motion was made by Pierce to accept the bid from Nebraska Environmental Products in the amount of $195,603.00 with the trade in of $15,000.00. The motion died due to lack of second.

 

NEW BUSINESS:            

Discussion on Corrections to the Notice of Public Hearing on Application for Community Development Block Grant Program – City Clerk/Treasurer Jessie Faber explained how the previous notice of hearing for the Application for the Community Development Block Grant Program had referenced the City is anticipating local match that would be made through the project coordination with the Southwest Nebraska Community Betterment Corporation.  The hearing notice has been updated to show the exact places the matching funds will be coming from and if we are awarded the grant we will have a second public hearing as is required by the grant. The matching funds will be illustrated at that time with this updated notice.

 

Action on Resolution 18-11-01 Declaring Excess Property and Sale of Excess Property – Garbage Truck with Attachments – A motion was made by Greenwood to approve Resolution 18-11-01 declaring excess property and sale of excess property – garbage truck with attachments and amend the Resolution to have purchase of new snow equipment with funds received.  After discussion on the amendment with legal counsel Greenwood withdrew the motion.

A motion was made by Bishop to approve Resolution 18-11-01 declaring excess property and sale of excess property – garbage truck with attachments and seconded by Pierce.

The motion was made by Brueggeman and seconded by Greenwood to approve the Bills and Claims in the amount of $57,260.93.

Bishop, Brueggeman, Greenwood & Pierce reviewed the bills and claims prior to the meeting.

 

Mayor Michael Wyatt adjourned this meeting of the Grant City Council at 7:37 P.M.
