COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

May 22, 2018

 

                Mayor Michael Wyatt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on May 22, 2018 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, May 16, 2018, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Michael Wyatt read a notice of meeting conduct.

Mayor Michael Wyatt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bounds, Brueggeman, Greenwood, Pierce and Wyatt.

Others present:  City Administrator Dana Harris, City Clerk/Treasurer Jessie Faber, Attorney, Phil Pierce, et al.

The motion was made by Pierce and seconded by Brueggeman to approve the agenda as presented.

Roll call vote:  Yeas – Bounds, Brueggeman & Pierce. Nays – Greenwood.  Motion carried.

A motion was made by Brueggeman to approve the minutes of the May 8, 2018 meeting and waive the reading and seconded by Pierce.

Roll call vote:  Yeas – Bounds, Brueggeman & Pierce. Nays – Greenwood.  Motion carried.

 

COMMUNICATIONS:  City Administrator, Dana Harris informed the Council that the City Offices will be closed on Monday to observe Memorial Day.  It is planned to have the pool open on Memorial Day.  Harris also informed the council that Andi Lee has been hire as the Park/Rec Director.  Harris also informed the Council that West Central Nebraska Development District is moving forward as planned on 740 Central Ave.  Mayor, Wyatt stated that he has recognized they have made progress & appreciates the progress.  Council Member, Pierce asked if the trash truck is still scheduled for June delivery.  Harris gave an update of the trash truck status from her last correspondence.

 

STANDING COMMITTEE REPORTS: 

Council member, Bounds – none. Council member, Pierce – none. Council member, Brueggeman – gave an update on the library board meeting & tree board meeting. Council member, Greenwood – stated that the CRA was supposed to meet, but did not have a quorum and the meeting has not been rescheduled at this time.

Employee Recognition – Jessie Faber – 10 Years – Mayor, Wyatt presented a certificate to Jessie Faber for recognition of 10 years of service to the City of Grant.

 

General Aviation Appreciation Month 2018 Proclamation – Council Member, Bounds read the General Aviation Appreciation Month 2018 proclamation.  Mayor, Wyatt signed the General Aviation Appreciation Month 2018 proclamation proclaiming May as General Aviation Appreciation Month in the City of Grant.

Action on Armor Coat Bids – A motion was made by Greenwood to accept the armor coating bid in the amount of $46,483.00.  The motion died due to lack of second.

A motion was made by Bounds to accept the bid from B & H paving for .989 cents per square yard and ask to extend the total dollar amount up to $68,000.00 and seconded by Pierce.

Roll call vote:  Yeas – Bounds, Brueggeman & Pierce. Nays – Greenwood.  Motion carried.

 

Discussion on Code Book Update – Chapter 6 – Public Ways and Property – A motion was made by Greenwood to table discussion on code book update chapter 6 public ways and property to June 12th meeting and seconded by Pierce.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

Action on Bills and Claims –  AFLAC, employee benefits – 344.70; Black Hills Energy, utilities – 831.72; BSN Sports Inc., sports equipment – 117.46; Country Supply, supplies – 57.08; Grant Rotary Club, dues – 46.50; Grant Tribune-Sentinel, advertising – 782.11; Leon Kumor, chemicals – 72.80; League of NE Municipalities, dues & training – 350.00; MEAN, RITA Installment – 784.55; Midwest Electric, capital outlay & utilities – 1,713.48; Myers Construction, Inc., capital outlay  – 14,000.00; Nebraska Department of Environmental Quality, water note payment  – 30,492.51; Nebraska Power Review Board, dues – 250.55; Perkins County Sheriff’s Office, professional services – 5.45; Pinnacle Bank/Visa, postage & supplies– 408.38; Potts Electric, supplies & repairs – 216.34; Scottie’s Potties, contract labor – 25.00; The Depository Trust Company, water bond interest & principal payment – 58,346.50; Utility Service Co., Inc., water tower contract – 2,577.70; West Central Nebraska Development District, dues  - 2,730.00; Western Resources Group, contract labor – 320.00; Western States Bank, employee benefits – 482.50; American Funds, retirement – 1,045.94; Nebraska Department of Revenue, sales tax – 9,852.87; United States Treasury, federal tax withholding – 3,496.29; Overtime Wages 5/1-5/15 – 635.05. Total Bills and Claims $129,985.48.

 

The motion was made by Pierce and seconded by Bounds to approve the Bills and Claims in the amount of $129,985.48.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Bounds, Brueggeman, Greenwood & Pierce reviewed the bills and claims prior to the meeting.

 

Mayor Michael Wyatt adjourned this meeting of the Grant City Council at 7:45 P.M.
