Council Minutes - April 24, 2018

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

April 24, 2018

 

                Council President Darrell Pierce convened a meeting of the Council of the City of Grant, Nebraska in open and public session on April 24, 2018 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, April 18, 2018, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Council President Darrell Pierce announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bounds, Brueggeman, Greenwood and Pierce. Absent: Mayor Wyatt.

Others present:  City Administrator Dana Harris, City Clerk/Treasurer Jessie Faber, Attorney, Phil Pierce, et al.

The motion was made by Brueggeman and seconded by Greenwood to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Bounds to approve the minutes of the April 10, 2018 meeting and waive the reading and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Administrator, Dana Harris informed the Council that the City Offices will be closed on Friday to observe Arbor Day.  The tree board is not having an event on Arbor Day, but is in the process of planning an event.  Harris also wanted to make sure everyone understood that the State of Nebraska is doing a road project this year and the project is north of town widening the shoulders.  It will start on the north side of the Park and not go any further in to town.

 

STANDING COMMITTEE REPORTS: 

Council member, Bounds – none. Council member, Pierce – none. Council member, Brueggeman – gave an update on the library board meeting & tree board meeting. Council member, Greenwood – none.

 

SHERIFF’S REPORTS – Acknowledged as received.

 

FINANCIALS – Acknowledged as received.

Action on 2017 GRA 005 – 740 Central Ave – Impound in Place – A motion was made by Bounds to authorize West Central Nebraska Development District to move forward with the 30 day notice to impound in place on 2017 GRA 005 – 740 Central Ave and seconded by Pierce.

Roll call vote:  Yeas – Bounds, Brueggeman & Pierce. Nays – Greenwood.  Motion carried.

 

 

Discussion on Code Book Update – Chapter 7 –Public Utilities – The Council discussed possible changes they would like to see made in the Chapter 7 Public Utilities.

 

Arbor Day Proclamation – Mayor Wyatt, signed the Arbor Day proclamation proclaiming Friday, April 27th as Arbor Day in the City of Grant.

Action on Bills and Claims –  Black Hills Energy, utilities – 920.40; Country Supply, supplies – 71.44; Faller Landscape, Inc., tree board – 299.98; Lincoln Winwater Works, capital outlay – 6,656.25; MEAN, transmission charge  – 112,793.11; Nebraska Public Health Environmental, lab & well tests –554.00; Nebraska U.C. Fund, payroll taxes – 500.00; Ogallala Medical Center, dues & training – 131.00; Pinnacle Bank/Visa, postage, dues & training  – 253.52; PLIC – SBD Grand Island, employee benefits – 132.00; Potts Electric, supplies & repairs – 800.00; Regier Land Improvement, capital outlay – 4,000.00; Rose Equipment Inc., supplies & repairs – 1,342.01; Western Resources Group, contract labor – 240.00; Western States Bank, employee benefits – 482.50; American Funds, retirement – 971.48; Nebraska Department of Revenue, sales tax – 9,873.88; United States Treasury, federal tax withholding – 2,819.27; Overtime Wages 4/1-4/15 – 895.65. Total Bills and Claims $143,736.49.

 

The motion was made by Brueggeman and seconded by Bounds to approve the Bills and Claims in the amount of $143,736.49.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Bounds, Brueggeman, Greenwood & Pierce reviewed the bills and claims prior to the meeting.

 

Council President Darrell Pierce adjourned this meeting of the Grant City Council at 8:00 P.M.
