Council Minutes - March 27, 2018

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

March 27, 2018

 

                Council President Darrell Pierce convened a meeting of the Council of the City of Grant, Nebraska in open and public session on March 27, 2018 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, March 21, 2018, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Council President Darrell Pierce announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bounds, Brueggeman, Greenwood and Pierce. Absent: Mayor Wyatt.

Others present:  City Administrator Dana Harris, Attorney, Phil Pierce, et al.

The motion was made by Brueggeman and seconded by Bounds to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Bounds to approve the minutes of the March 13, 2018 meeting and waive the reading and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Administrator, Dana Harris informed the Council that Jessie Faber was absent from the meeting because she was attending the Nebraska Clerk’s Academy.  Harris also stated that the Parks and Rec Board was working on setting up a meeting to discuss the ball program.  Harris reported that the city engineer would be bidding the armor coating project soon.  Harris explained that Midwest Electric was still working on converting the water meter data into the billing software and it was taking longer than they planned.  Harris stated that the public works employees are very excited about how much data the water meters were able to provide and they had been using a “tamper report” to identify potential leaks and inform the property owners so that they had the opportunity to make repairs before billing starts. 

 

STANDING COMMITTEE REPORTS: 

Council member, Bounds – gave an update of the planning & zoning meeting. Council member, Pierce – none. Council member, Brueggeman – gave an update on the library board meeting & tree board meeting. Council member, Greenwood – gave an update on the CRA meeting.

 

SHERIFF’S REPORTS – Acknowledged as received.

 

UNFINISHED BUSINESS:

Discussion on Code Book Update – Chapter 8 –Fire Regulations – Discussion took place on the

Chapter 8 updates with the Council and Fred Reichert, Assistant Fire Chief.

Cooke Company, supplies – 63.81; Ken’s Construction LLC, contract labor – 1,200.00; MEAN, transmission charge  – 121,302.98; Major Safety Services, Inc., capital outlay – 2,936.28; Midwest Electric, utilities – 446.99; Municipal Supply, Inc. of NE, supplies – 106.99; Nebraska Public Health Environmental, lab & well tests –1,248.50; Perkins County Abstract, dues – 54.00; Pinnacle Bank/Visa, supplies, postage, dues & training  – 992.27; PLIC – SBD Grand Island, employee benefits – 132.00; Potts Electric, supplies & repairs – 483.84; Stulich’s Asphalt and Paving, crack sealing – 28,325.70; Western Resources Group, contract labor – 400.00; Western States Bank, employee benefits – 482.50; American Funds, retirement – 1,045.82; Nebraska Department of Revenue, sales tax – 10,918.21; United States Treasury, federal tax withholding – 3,098.39; Overtime Wages 3/1-3/15 – 320.84. Total Bills and Claims $175,912.30.

 

The motion was made by Brueggeman and seconded by Bounds to approve the Bills and Claims in the amount of $175,912.30.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Bounds, Brueggeman, Greenwood & Pierce reviewed the bills and claims prior to the meeting.

 

Council President Darrell Pierce adjourned this meeting of the Grant City Council at 7:50 P.M.
