COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
February 27, 2018
Council President Darrell Pierce convened a meeting of the Council of the City of Grant, Nebraska in open and public session on February 27, 2018 at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, February 21, 2018, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Council President Darrell Pierce announced the posting of the Open Meetings Act and its location.
Roll call: Present Council members: Bounds, Brueggeman, Greenwood and Pierce. Absent: Mayor Wyatt.
Others present: City Clerk/Treasurer Jessie Faber, Attorney, Phil Pierce, et al.
The motion was made by Greenwood and seconded by Brueggeman to approve the agenda as presented.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
A motion was made by Brueggeman to approve the minutes of the February 13, 2018 meeting and waive the reading and seconded by Greenwood.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
COMMUNICATIONS: Council Member, Bounds informed the Council that the EAA thanked Bryan Kroeker for volunteering to remove the snow at the Airport. During this season’s snow storms so far four Flight for Life transfers have come in to the airport during these storms. Bounds thanked Bryan for volunteering. Council Member, Pierce congratulated the Perkins County boys’ basketball team for making it to State.

Council member, Bounds – none. Council member, Pierce – none. Council member, Brueggeman – gave an update on the library board meeting. Council member, Greenwood – none.

Action on Request for Keno Funds – Jarin Tines Eagle Scout Project – Jarin Tines presented his Eagle Scout project to the Council and answered any questions that the Council had on the project. A motion was made by Bounds to approve Keno funds in the amount of $500.00 for Jarin Tines’ Eagle Scout Project and seconded by Brueggeman.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
Action on Lift Station Bids – A motion was made by Bounds to accept the bid from Midlands Contracting in the amount of $104,500.00 and seconded by Greenwood.

Presentation of Hastings Memorial Library Annual Report – Library Director, Robin Quinn presented the library report and answered questions the council had on the report.

Action on Bills and Claims – AFLAC, employee benefits – 344.70; Ag Sales and Services, Inc., supplies – 89.95; Almquist, Maltzahn, Galloway & Luth, P.C., professional services – 10,050.00; Gary Beckler, dues & training & supplies – 205.59; Black Hills Energy, utilities – 930.02; City of Grant, postage – 12.03; DHHS Division of Public Health, dues – 40.00; Dutton-Lainson Company, capital outlay – 6,836.40; Joe Gooddard Enterprises LLC, public safety – 1,145.00; MEAN, transmission charge – 125,188.39; Nebraska Department of Transportation, maintenance – 1,370.00; Nebraska Department of Revenue, dues – 100.00; Nebraska Public Health Environmental, lab & well tests –30.00; Pinnacle Bank/Visa, supplies, postage, dues & training – 1,010.71; PLIC – SBD Grand Island, employee benefits – 132.00; Reese Mechanical Inc., supplies & repairs – 414.01; Titan Machinery, supplies – 254.99; Western Resources Group, contract labor – 320.00; Western States Bank, employee benefits – 482.50; American Funds, retirement – 1,207.06; Nebraska Department of Revenue, sales tax – 11,376.76; United States Treasury, federal tax withholding – 3,650.00; Overtime Wages 2/1-2/15 – 881.86. Total Bills and Claims $166,071.97.
The motion was made by Brueggeman and seconded by Greenwood to approve the Bills and Claims in the amount of $166,071.97.

Bounds, Brueggeman, Greenwood & Pierce reviewed the bills and claims prior to the meeting.
Council President Darrell Pierce adjourned this meeting of the Grant City Council at 7:38 P.M.
