COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

November 28, 2017

 

            Mayor Michael Wyatt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on November 28, 2017 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, November 22, 2017, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Michael Wyatt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bounds, Brueggeman, Greenwood, Pierce and Mayor Wyatt. 

Others present:  City Administrator Dana Harris, City Clerk/Treasurer Jessie Faber, Attorney, Phil Pierce, Public Works Assistant, Randy Heinemann, et al.

The motion was made by Greenwood and seconded by Pierce to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Greenwood to approve the minutes of the November 14, 2017 meeting and waive the reading and seconded by Bounds.

Roll call vote:  Yeas – Bounds, Greenwood & Pierce. Nays – none. Abstain – Brueggeman. Motion carried.

 

COMMUNICATIONS:  Mayor, Michael Wyatt, wanted to address the email that was received from Council Member Greenwood that was sent to each of the members of the Council and to the City Clerk.  Mayor, Wyatt answered each of the questions that Greenwood had in his correspondence addressing the water meter project.  City Administrator, Dana Harris informed the Council that they will only meet in December for the 1st regular council meeting and will not have the 2nd meeting per ordinance.

 

STANDING COMMITTEE REPORTS: 

Council member, Bounds – none. Council member, Pierce – none. Council member, Brueggeman – gave an update on the library board meeting. Council member, Greenwood – none.

 

FINANCIALS - Acknowledged as received.

NEW BUSINESS:

Presentation on Rate Study by Randy Hellbusch, Nebraska Rural Water – Randy Hellbusch with Nebraska Rural Water Association presented his finding on the rate study for water rates and answered any questions the council had for him on the study.

 

Action on Resolution 17-11-01 Setting Water Rates – A motion was made by Bounds to approve Resolution 2017-11-01 Setting the Water Rates with an Effective Date of March 20, 2018 and seconded by Pierce.

RESOLUTION TO ESTABLISH METERED WATER RATES

Roll call vote:  Yeas – Bounds, Brueggeman & Pierce. Nays – Greenwood.  Motion carried.

The Resolution will be published in pamphlet form.

 

Action on Resolution 17-11-02 Setting Water Rates – No Action was Taken.

 

Action on Garbage Truck Bids – A motion was made by Greenwood to accept the bid from Nebraska Peterbilt Grand Island in the amount of $179,750.00 and seconded by Bounds.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Request to be placed on Agenda – Gert Wyatt Babyland Monument – Gert Wyatt presented the council with a request to allow the installation of a Babyland Monument that will be donated and answered any questions the council had on the project. A motion was made by Pierce to approve the request of the monument for Babyland and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

Action on Bills and Claims –  AFLAC, employee benefits – 344.70; Econo Signs, supplies – 44.53; Eichners Sales & Service, supplies – 515.57; Faber Signs, supplies – 111.38; Grant Tribune-Sentinel, advertising – 188.45; Ken’s Construction LLC, contract labor – 2,000.00; MEAN, transmission charge  – 105,262.82; Nationwide, insurance – 100.00; Nebraska Department of Environmental Quality, water note payment  – 24,456.30; Nebraska Municipal Clerk Institute, dues & training – 223.00; Nebraska Public Health Environmental, lab & well tests –348.00; PLIC – SBD Grand Island, employee benefits – 132.00; Rose Equipment Inc., supplies – 861.13; Scottie’s Potties, contract labor – 381.00; W.P.C.I., dues & training – 75.00; West Central Nebraska Development District, professional services  - 793.55; Western States Bank, employee benefits – 482.50; Western United Electric Supply Corp., materials – 2650.00; The Depository Trust Company, water bond interest payment – 1,346.50; American Funds, retirement – 1,043.44; Nebraska Department of Revenue, sales tax – 7,924.54; United States Treasury, federal tax withholding – 3,285.98; Overtime Wages 11/1-11/15 – 331.26. Total Bills and Claims $152,901.65.

 

The motion was made by Brueggeman and seconded by Bounds to approve the Bills and Claims in the amount of $152,901.65.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Bounds, Brueggeman, Greenwood & Pierce reviewed the bills and claims prior to the meeting.

 

Mayor Michael Wyatt adjourned this meeting of the Grant City Council at 8:13 P.M.
