Council Minutes - October 24, 2017

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

October 24, 2017

 

            Mayor Michael Wyatt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on October 24, 2017 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, October 18, 2017, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Michael Wyatt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bounds, Brueggeman, Greenwood, Pierce and Mayor Wyatt. 

Others present:  City Administrator Dana Harris, City Clerk/Treasurer Jessie Faber, Attorney, Phil Pierce, et al.

The motion was made by Brueggeman and seconded by Greenwood to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Greenwood to approve the minutes of the October 10, 2017 meeting and waive the reading and seconded by Pierce.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Administrator, Dana Harris informed the Council that the library board will meet November 8th at 7:00 am.  The City offices will be closed on November 10th to observe Veterans Day.  Due to the office being closed on Friday, November 10th the Council packet will close on Thursday, November 9th at 2:00 pm.

 

STANDING COMMITTEE REPORTS: 

Council member, Bounds – gave an update on the airport board meeting. Council member, Pierce – none. Council member, Brueggeman – gave an update on the library board meeting. Council member, Greenwood – none.

 

FINANCIALS - Acknowledged as received.

 

UNFINISHED BUSINESS:

Action on Resolution 2017-10-01 – Declaration of Nuisance 804 Logan Ave. – The property has been cleared.  No Action was Taken.

 

NEW BUSINESS:

Action on Resolution 17-10-02 Rescinding Nuisance 740 Central Ave – A motion was made by Greenwood to approve Resolution 2017-10-02 Rescinding Nuisance at 740 Logan Ave.  Died due to lack of second.

 

Action on Motion to Abate 2017 GRA 005 – 740 Central Ave. – A motion was made by Pierce to abate nuisance property 2017 GRA 005 - 740 Central Ave. and seconded by Brueggeman.

Roll call vote:  Yeas – Bounds, Brueggeman & Pierce. Nays – Greenwood.  Motion carried.

 

Public Comment – Scott Bullock, Lisa Schmitt, Brett Bullock & Matt Greenwood.

 

Action on Bills and Claims –  AFLAC, employee benefits – 344.70; Almquist, Maltzahn, Galloway & Luth, P.C., professional services – 5,000.00; Black Hills Energy, utilities – 366.37; Country Supply – supplies – 110.92; Credit Management, professional services – 71.06; Grant Tribune-Sentinel, advertising – 188.50; Randy Heinemann, supplies reimbursement – 6.41; Ken’s Construction LLC, contract labor – 1,800.00; Leon Kumor, chemicals – 72.80; MEAN, transmission charge  – 105,613.05; Midwest Electric, materials – 102.08; Nebraska Public Health Environmental, lab & well tests –30.00; Perkins County Abstract, dues – 54.00;  Pinnacle Bank/Visa, dues & training & postage  – 120.63; R & T Tire Service, Inc., supplies & repairs – 5.00; Scottie’s Potties, contract labor – 25.00; West Central Nebraska Development District, professional services  - 538.06; Western States Bank, employee benefits – 482.50; American Funds, retirement – 973.44; Nebraska Department of Revenue, sales tax – 10,214.57; United States Treasury, federal tax withholding – 3,031.30; Overtime Wages 10/1-10/15 – 606.58. Total Bills and Claims $129,756.97.

 

The motion was made by Pierce and seconded by Brueggeman to approve the Bills and Claims in the amount of $129,756.97.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Bounds, Brueggeman, Greenwood & Pierce reviewed the bills and claims prior to the meeting.

 

Mayor Michael Wyatt adjourned this meeting of the Grant City Council at 7:27 P.M.
