Council Minutes - August 22, 2017

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

August 22, 2017

 

            Council President Darrell Pierce convened a meeting of the Council of the City of Grant, Nebraska in open and public session on August 22, 2017 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, August 16, 2017, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Council President Darrell Pierce announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bounds, Brueggeman, Greenwood, & Pierce. Absent:  Mayor Wyatt. 

Others present:  City Administrator Dana Harris, City Clerk/Treasurer Jessie Faber, Attorney, Phil Pierce, et al.

The motion was made by Brueggeman and seconded by Greenwood to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Brueggeman to approve the minutes of the August 8, 2017 meeting and waive the reading and seconded by Bounds.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Administrator, Dana Harris informed the council that the special budget meeting will be tomorrow night at 6:00 pm and that the City offices will be closed on September 4th for Labor Day.

 

STANDING COMMITTEE REPORTS: 

Council member, Bounds – none. Council member, Pierce – none. Council member, Brueggeman – none. Council member, Greenwood – none.

 

FINANCIALS - Acknowledged as received.

 

UNFINISHED BUSINESS:

Discussion and Action on 2017-2018 Budget – Discussion took place on the 2017-2018 Budget.  No Action Taken.

 

NEW BUSINESS:

Action on Letter of Understanding of Services with Almquist, Maltzahn, Galloway & Luth for 2016-2017 Audit – A motion was made by Bounds to authorize the City Superintendent to sign the Letter of Understanding of Services with Almquist, Maltzahn, Galloway & Luth for the 2016-2017 Audit and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Action on Request for Keno Funds – Perkins County Senior Services – No Action was Taken.

 

Action on Request to be placed on Agenda – Justin Coats – Budgeting for Fireworks – Justin Coats presented information on the fundraising efforts for next year’s firework show for the 4th of July and answered questions for the Council.  No Action was Taken.

 

Action on Resolution 2017-08-01 Rescinding Declaration of Nuisance 401 East 8th – A motion was made by Bounds to approve Resolution 2017-08-01 Rescinding Declaration of Nuisance 401 East 8th and seconded by Greenwood.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The Resolution will be published in pamphlet form.

 

Public Comment –Lisa Schmitt & Brenda Styskal

                          

Action on Claims by Elected Officials – Andrea Brueggeman – Brueggeman, Andrea, dues & training – 7.29, Nebraska Associations of School Boards, dues & training – 35.00. Total Claims by Elected Officials Andrea Brueggeman $42.29.

 

The motion was made by Bounds and seconded by Pierce to approve the Claims by Elected Officials for Andrea Brueggeman in the amount of $42.29.

Roll call vote:  Yeas – Bounds, Greenwood & Pierce. Nays – none.  Abstain – Brueggeman. Motion carried.

 

Action on Claims by Elected Officials – Matt Greenwood – Greenwood, Matt, dues & training – 177.62, Nebraska Associations of School Boards, dues & training – 35.00. Total Claims by Elected Officials Matt Greenwood $212.62.

 

The motion was made by Pierce and seconded by Bounds to approve the Claims by Elected Officials for Matt Greenwood in the amount of $212.62.

Roll call vote:  Yeas – Bounds, Brueggeman & Pierce. Nays – none.  Abstain – Greenwood. Motion carried.

The motion was made by Greenwood and seconded by Brueggeman to approve the Bills and Claims in the amount of $179,170.88.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Bounds, Brueggeman, Greenwood & Pierce reviewed the bills and claims prior to the meeting.

 

Council President Darrell Pierce adjourned this meeting of the Grant City Council at 7:42 P.M.
