Council Minutes - May 23, 2017

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

May 23, 2017

 

            Council President Darrell Pierce convened a meeting of the Council of the City of Grant, Nebraska in open and public session on May 23, 2017 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, February 22, 2017, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Council President Darrell Pierce announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bounds, Greenwood, & Pierce. Absent:  Brueggeman & Mayor Wyatt. 

Others present:  City Administrator Dana Harris, City Clerk/Treasurer Jessie Faber, Attorney, Phil Pierce, et al.

The motion was made by Greenwood and seconded by Bounds to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Bounds to approve the minutes of the May 9, 2017 meeting and waive the reading and seconded by Greenwood.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Administrator, Dana Harris informed the council that the office will be closed on May 29th to observe Memorial Day.  Harris gave an update on the MEAN meeting she attended in Kearney.  Council Member, Pierce asked if the water meters were all finished on Central Avenue.  Harris gave an update on the water project.

 

STANDING COMMITTEE REPORTS: 

Council member, Bounds – none. Council member, Pierce – none. Council member, Brueggeman – none. Council member, Greenwood – gave an update on the CRA meeting.

 

FINANCIALS - Acknowledged as received.

 

UNFINISHED BUSINESS:

Action on Ordinance 17-04-01 – Creation of Northside Water Extension District – City Clerk, Jessie Faber read the third reading of Ordinance 17-04-01 “AN ORDINANCE OF THE CITY OF GRANT, PERKINS COUNTY, NEBRASKA, CREATING AN EXTENSION WATER DISTRICT TO BE KNOWN AS THE GRANT NORTH SIDE WATER EXTENSION DISTRICT, ORDERING THE CONSTRUCTION AND/OR IMPROVEMENTS OF A WATER MAIN TO SAID DISTRICT AS STATED IN THE ENGINEERING PLANS AND SPECIFICATIONS FOR SUCH EXTENSION DISTRICT, INCLUDING TERMINAL POINTS OF THE MAIN, AND STATING THE OUTER BOUNDARIES OF THE DISTRICT; IDENTIFYING THE ASSESSMENT PROCEDURES; TO REPEAL ALL OTHER ORDINANCES AND RESOLUTIONS, OR PARTS THEREOF IN CONFLICT; AND TO PROVIDE WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT.”

A motion was made by Bounds to approve Ordinance 17-04-01 Creation of Northside Water Extension District and seconded by Greenwood.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The Ordinance will be published in pamphlet form.

 

NEW BUSINESS:

Action on Ordinance 17-05-01 – Prohibited Animals/Livestock Permits – 1st Reading – City Clerk, Jessie Faber read the first reading of Ordinance 17-05-01 “AN ORDINANCE OF THE CITY OF GRANT, PERKINS COUNTY, NEBRASKA, AMENDING THE GRANT CITY CODE (ORDINANCE 02-03) BY REVOKING AND REPLACING §95.02 TITLED “PROHIBITED ANIMALS AND FOWL”, TO CLARIFY AND SIMPLIFY THE SECTIONS; TO REPEAL ALL OTHER ORDINANCES AND RESOLUTIONS, OR PARTS THEREOF IN CONFLICT; TO PROVIDE THAT THE PROVISIONS OF THIS ORDINANCE SHALL BE MADE A PART OF THE CODE OF THE CITY OF GRANT; AND TO PROVIDE WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT.

A motion was made by Greenwood to waive the three readings on Ordinance 17-05-01 and seconded by Bounds.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Greenwood to approve Ordinance 17-05-01 Prohibited Animals/Livestock Permits and seconded by Bounds.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The Ordinance will be published in pamphlet form.

 

Presentation by Hometown Agency for 2017-2018 Insurance – Jeff Skeels from Hometown Agency presented an overview of changes on the insurance policy and answered any questions anyone had on the policy.

The motion was made by Bounds and seconded by Greenwood to approve the Bills and Claims in the amount of $204,135.64.

Bounds, Greenwood & Pierce reviewed the bills and claims prior to the meeting.

 

Council President Darrell Pierce adjourned this meeting of the Grant City Council at 7:43 P.M.
